Amend and supplement Clause 7, Article 9 as follows:
"7. The People's Committee at the commune level coordinates and supports the measuring unit and the monitoring, inspection and acceptance unit in the implementation process according to the technical design - estimate or the measurement task plan for creating a cadastral map approved by competent authorities; reports to the competent land management agency at the provincial level on the situation of measuring and creating cadastral maps and the management, use and change of cadastral maps in the locality; manage and protect cadastral points in the area; sign the confirmation of cadastral maps, cadastral map measurement shares according to regulations, except in cases where cadastral map measurement shares serving registration, issuance of Land Use Rights Certificates, and ownership of assets attached to land under the authority of the commune level, and the competent land management agency at the commune level signs the confirmation".
Amend and supplement a number of points and clauses of Article 18 as follows:
a) Amend and supplement Point a and Point c, Clause 11 as follows:
"a) Subjects eligible for debts for land use fees when issuing a Certificate of land use rights and ownership of assets attached to land for the first time are individuals or households using land that need to be debtors".
"c) The order and procedures for recording, paying, and removing land use fee debts for households and individuals eligible for land use fee debts as prescribed in this clause shall comply with the provisions of law on land use fee collection and land rent.
The land use fee debt period of the subject specified in Point a of this Clause is calculated until the land user exercises the right to convert, transfer, donate land use rights, mortgage, contribute capital using land use rights and must pay the full remaining land use fee before exercising these rights; in case of donation or inheritance of land use rights, the recipient belonging to a poor household, a near-poor household and the inheritor will continue to record the debt".
b) Supplement Clause 12 as follows:
"12. When registering changes in land and assets attached to land for households and individuals who measure to re-determine the size of the edges and area of the land plot, at the time of receiving the complete dossier, the procedure settlement agency shall not receive a document from the competent authority on administrative sanctions for land encroachment and land occupation, and at the same time, the land user shall commit not to encroach, occupy land or receive additional land area transfer, and shall be determined that the land plot boundary shall not change compared to the land plot boundary at the time of issuance of the Certificate".
Add Clause 5 to Article 26 as follows:
"5. In cases where land is of agricultural and forestry origin and that farms, forestry farms or agricultural and forestry companies that previously used land have dissolved or gone bankrupt and no longer directly manage or use the land, the Provincial People's Committee shall direct the measurement, establishment of cadastral records, land registration and issuance of Certificates of land use rights and ownership of assets attached to land to subjects eligible for granting Certificates of land use rights and ownership of assets attached to land according to the provisions of the 2024 Land Law and this Decree without having to establish a land use plan according to the provisions of Article 181 of the 2024 Land Law and this Decree".
