From July 1, 2025, the 2024 Land Law and Decree 151/2025/ND-CP officially took effect, giving the Chairman of the People's Committee at the commune and ward levels the right to be granted the first Land Use Rights Certificate (red book). This is considered an important adjustment step, contributing to removing difficulties for both people and grassroots authorities in land administrative procedures.
In O Dien commune, Hanoi, in recent days, many people have come to the public administrative service point to complete land procedures. Mr. Nguyen Van San, O Dien commune shared: "In the past, I encountered many problems when making red books, so today I left early in the hope of a quick solution. I am very satisfied with being enthusiastically welcomed and having satisfactory answers.
Mr. Do Chi Hung - Chairman of O Dien Commune People's Committee said that in the past, land file management had many limitations. The dossier handed over to the commune has not been centralized, causing difficulties in managing and updating information.
"We recommend that we receive all, complete and detailed information to soon digitize land data, serving more effective management," said Mr. Hung.
The shortening of time, reducing cumbersome procedures and creating maximum convenience for people in land transactions are proof of the administrative reform efforts of the grassroots government.

In Vinh Hung ward, Hanoi, Chairman of Pham Hai Binh ward People's Committee said: "From the first day of implementation, we have trained cadres to comply with regulations, absolutely not causing difficulties for people". Accordingly, the application for the first issuance of a red book will be processed within 3 working days; the first land registration will be done within 17 days; the issuance of a new red book will be processed within 5-10 days depending on the case.
People are also clearly aware of the change. Mr. Nguyen Hong Linh, residing in alley 150 50% Tan Khai street, said that up to now, when making a red book, people do not need to ask for a certificate of dispute or to comply with the planning as before. Ward officers directly verify according to the post-inspection mechanism, no inconvenience.
Vice Chairman of Ngo Manh Cuong Ward People's Committee said: "We are speeding up land inventory and classification, handling slow-progressing projects, and increasing the application of digital maps to monitor land use. With the new direction, the number of red books issued will increase by at least 4-5 times compared to before.
Lawyer Le Quang Tuan - Hanoi Bar Association, commented: "The Bar Association had to organize an online meeting to disseminate updated information to all members. The content revolves around two main issues: new authority assigned to the commune and ward levels and changes related to administrative procedures that are regular and necessary".
According to Mr. Tuan, although the grassroots government has had many proactive plans to adapt to the two-level management model, land is a complex field. Therefore, the reception of documents is still inadequate, especially in the stage of handing over incomplete data. The current urgent need is to quickly digitize and update the database for more synchronous, transparent and efficient management.
The empowerment of the Chairman of the People's Committee of the commune and ward to issue red books for the first time not only helps reduce pressure on the district level but also directly shortens the gap between people and management agencies.
