The project to build a road connecting National Highway 5 - National Highway 10 is one of the key projects of the city. In Phu Lien ward, the total area of land recovered for project implementation is 28.25 ha, involving 949 households and 519 graves. Recently, site clearance work has been focused on by Phu Lien ward in a synchronous and drastic manner with many solutions to mobilize the entire political system, in which high concentration is placed on propaganda and mobilization for households whose land has been recovered.
By August 20, Phu Lien ward had approved a plan for compensation, support and payment to 853 households with land subject to recovery, with a total budget of 431 billion VND, including agricultural land, residential land and tomb land. The majority of households agreed with the policy of land recovery to serve the implementation of the city's key transportation project.
However, some households also proposed issues related to land origin, compensation prices, architectural structures, resettlement and family disputes. The Ward Compensation and Site Clearance Support Council has reviewed each case, organized dialogues, propaganda, explanations and proposed appropriate handling directions.
Speaking at the conference, Ms. Bui Thi Tuyet Mai - Secretary of the Party Committee, Chairwoman of the Ward People's Council - acknowledged and highly appreciated the efforts of relevant agencies, units and residential groups in deploying site clearance work to implement the National Highway 5 - National Highway 10 connecting road project. At the same time, she requested units to continue to review and firmly grasp the local situation, closely follow each case that still has problems to proactively have appropriate solutions. The process of implementing compensation and support for site clearance must comply with regulations, ensuring maximum legitimate rights and interests of people; strengthen propaganda and mobilization in many forms, creating consensus in the project implementation process.
For cases that have been propagated, mobilized, and fully implemented regimes and policies according to regulations but still intentionally do not comply, do not hand over land, functional agencies resolutely carry out land recovery coercion according to the provisions of law.
