Faced with the situation of jostling to submit documents and sell "diplomatic" prices at a number of social housing projects, the People's Committee of Thanh Hoa province requires the disclosure of all project information and the list of buyers and tenants to tighten management and prevent profiteering.
Recently, the demand for buying and renting social housing in Thanh Hoa has increased, leading to people lining up all night, making their own lists, and even having brokers collect bookings and offer preferential prices in violation of regulations. These phenomena cause frustration, create chaos in the process of receiving documents and distort the meaning of social security policies.
On November 24, the Chairman of the Thanh Hoa Provincial People's Committee issued document 20735/UBND-CNXDKH assigning the Department of Construction to urge the progress of social housing projects and request to ensure that all buying and selling and leasing activities are transparent and in accordance with the law.
One of the key requirements is to publicize project information at least 30 days before sending and receiving documents. The disclosure content includes: project scale, apartment number, selling price - rental price, time and location of distribution - receipt of documents. The information must be posted simultaneously on the website of the Department of Construction, the People's Committee of the commune where the project is located and at least once in the local press.
The province also requires investors to update the list of buyers and tenants immediately after signing the contract, serving post-inspection work, preventing replacement, duplication or taking advantage of policies.
The Provincial People's Committee directs to strengthen inspection and strictly handle illegal brokerage acts, collecting money for reservations, receiving "care documents" or selling diplomatic quotas. The identities of individuals and organizations that violate will be made public to warn and deter.
For investors, the province requires the full announcement of project information on the business website; arrange many points to receive documents, divide by hour or by area to avoid congestion and jostling; have clear signs and on-site support forces.
Thanh Hoa encourages the implementation of forms of distributing documents and submitting documents online, lining up electronically to reduce the burden of direct submission, limiting large gatherings.
For people, the province recommends working only through the official channels of state agencies and investors, not transacting through spontaneous brokers or trusting "diplomatic" or "internal" advertisements. Each person is only allowed to submit documents in one project and is responsible for the honesty of the declared information.
The above measures are expected to help increase transparency, protect people's rights and prevent profiteering in social housing policies in the province.
