In recent times, the demand for buying and renting social housing in many localities has increased sharply; people are especially interested in projects that are open for sale, announced and received documents. However, in recent times, in some social housing projects, there have been cases of large crowds, jostling, taking positions; people lining up all night, making tu-number lists, holding positions, posing a potential risk of dispute causing disorder; arising illegal brokerage, "having records", collecting money to keep places outside regulations, causing frustration and affecting the image and effectiveness of social housing policies.
Therefore, to ensure the reception of social housing purchase and hire-purchase documents is orderly, transparent, convenient, and in accordance with legal regulations, the Ministry of Construction has given some notes to social housing buyers when submitting social housing purchase and sale documents as prescribed in Section 3 of Official Dispatch 13732/BXD-QLN in 2025.

- Proactively learn about information about social housing in the area through official channels such as: Department of Construction's Electronic Information page, People's Committee of the commune where the project is located, newspapers as the mouthpiece of local authorities, and the official information page of the investor.
- Only work directly, following the instructions of the investor's staff and employees, do not buy - sell through "brokers", brokers or believe in "diplomatic deals" or "internal deals".
- Follow the instructions of staff or security forces at the point of application submission, do not jostle or push.
- Declare and be responsible for the authenticity of the registration documents: only submit documents at one project, do not ask anyone else to be the household registration documents.
The Ministry of Construction recommends that the People's Committees of provinces and centrally run cities pay attention to directing and seriously implementing to ensure that social housing policies are implemented correctly and improve the effectiveness of state management.
