Thanh Hoa will inspect 22 social housing projects, resolutely recover apartments bought to the wrong people

On July 26, Thanh Hoa Provincial People's Committee said that Mr. Mai Xuan Liem - Standing Vice Chairman of the Provincial People's Committee has just signed an official dispatch requesting departments, branches, and localities to inspect, rectify and handle shortcomings in the business, management, and use of social housing in projects that have been completed or are being managed and operated in the area.

The inspection aims to prevent the situation of taking advantage of social housing policies for personal gain; buying, selling, leasing, and transferring contrary to regulations. At the same time, functional agencies will resolve problems related to apartment building operation, maintenance fund management and certificate issuance for homebuyers.

The Provincial People's Committee assigned the Department of Construction to take the lead in guiding, urging and inspecting the receipt of dossiers at projects; coordinate with the Department of Agriculture and Environment and commune-level People's Committees to verify subjects and conditions for enjoying policies.

Notably, functional agencies must control the authorization during the registration process, not allowing businesses, organizations or intermediary individuals to dominate or intervene illegally in the dossier review process.

Investors are responsible for providing a full list, dossiers, and documents for inspection; and at the same time compiling a list of people who have signed contracts to buy, lease-purchase, and rent social housing to send to the Department of Construction for monitoring.

The Provincial People's Committee requests to inspect the management and use of houses by people who have bought, rented for purchase or rented social housing. Cases of buying for the wrong subjects, using for the wrong purposes, arbitrarily selling, subleasing or leasing to foreigners in violation of regulations will be strictly handled and houses will be recovered.

Consulting and brokerage activities for social housing will also be inspected, focusing on acts of false advertising, assisting in illegal transactions or showing signs of fraud.

Organizations and individuals who violate may be handled, and their operating licenses or professional certificates may be revoked.

The Provincial People's Committee assigned Thanh Hoa Provincial Police to proactively grasp the situation, detect, combat and handle acts of taking advantage of social housing policies for personal gain; strengthen residence management, detect cases of buying, selling, and using social housing not in accordance with regulations.

The Department of Justice is responsible for controlling notarization activities, promptly detecting cases of notarization of purchase and sale contracts, making written records or authorizing the transfer of social housing illegally.

Thanh Hoa Provincial Department of Finance and Taxation will inspect the declaration, payment of taxes, and accounting of revenues from business activities, consulting and social housing brokerage.

Thanh Hoa Provincial People's Committee directed relevant departments and agencies to urgently inspect and handle the responsibilities of relevant units and individuals at 22 social housing projects in the area.

The content of the inspection focused on improper purchase and sale, and improper management and operation of apartment buildings.
