According to Inspection Conclusion No. 48/KL-TTTP dated October 28, 2025 of the Hai Phong City Inspectorate on compliance with investment policies, investor selection; planning and land use plans; signing social housing purchase and sale contracts at 4 social housing projects including: 384 Le Thanh Tong social housing project; 39 Luong Khanh Thien social housing project, 3 Lac Vien General warehouse social housing project and low-income apartment project in An Dong residential area.
According to the Hai Phong City Inspectorate, the inspection team has conducted a probability test of house buying and selling for 155 sets of social housing purchase records in 4 projects, discovering that 14 home purchase records had been declared and confirmed about the profession, workplace, income conditions, and housing conditions that were not in accordance with reality and not suitable for the subjects eligible to buy social housing. Of which, the 384 Le Thanh Tong Social Housing Project has 7 unqualified documents; the low-income housing project in An Dong Residential Area has 4 documents, the 39 Luong Khanh Thien Social Housing Project has 2 documents and the 1 Social Housing Project at Lac Vien 3 General warehouse has 1 document that is not eligible to buy social housing.
Thus, nearly 10% of the total number of inspected records are not eligible to buy social housing according to the law.
Among the inspected home purchase records, there are 25 records and documents that do not ensure the accuracy and consistency of information of social housing buyers.
Checking the actual probability of the handover and use of 40 social housing units at the 384 Le Thanh Tong Social Housing Project, the City Inspectorate discovered that there were 5 houses where the actual users were not the ones in the house sale and purchase contract. In particular, for the remaining 26 houses among the houses inspected in practice, the owners of these 26 houses did not cooperate with the inspection agency.
Regarding the reflection from public opinion that people registering to buy social housing must go through real estate trading floors, and must pay additional costs when buying social housing, the Hai Phong City Inspectorate said that on this issue, the Hai Phong City Department of Construction has reported that social housing buyers do not have to pay additional costs for the difference between approved house prices and actual prices. The difference, if any, is the cost of consulting services, interior construction contracts, and equipment installation for social housing units. However, the Department of Construction of Hai Phong City also found that some consulting service contracts have high value, not corresponding to the volume of consulting services.
According to the Inspection Conclusion, the Low-Income Housing Project in An Dong Residential Area was determined to have the following shortcomings: In 2011, the project was approved for investment; in 2015, the investment policy was adjusted to approve. However, at this time, the project has not been approved by Hai Phong and included in the Housing Development Program and Plan. In 2017, the project was newly included by Hai Phong in the social housing development plan for the period 2015-2022.
The 31 Luong Khanh Thien social housing project was approved by Hai Phong with an architectural plan of 19 floors (69.90 m high). At this time, the project is in the planning to limit development, prioritizing relocation to reserve land for public service construction and trees. In March 2023, the Prime Minister decided to adjust the general planning of the city until 2040, with a vision to 2050, when this area will be adjusted to have high-rise housing. Up to this point, the project has completed basic construction.
384 Le Thanh Tong social housing project: Although in April 2025, the project was only granted an environmental license. However, before that, from January 2025, the investor had put the 29-storey CTI Apartment Building with 380 apartments of the project into operation...
The Hai Phong City Inspectorate requires project investors to liquidate contracts, return money to buyers, and receive 14 social housing units that were sold to the wrong subjects; at the same time, the Department of Construction, investors of social housing projects, and related individuals must continue to accurately and consistently determine the information of 25 social housing purchase contracts but have not yet been handed over the houses. In case these social housing purchase documents do not comply with legal regulations, the project investor must liquidate the signed social housing purchase and sale contract.
The Hai Phong City Inspectorate also requested the Department of Construction to increase publicity and transparency of information on social housing projects; guide and require investors of social housing projects to publicly post the list of sold houses and remaining houses so that people can easily access social housing.
