Lao Dong Newspaper has just published a series of articles reflecting the illegal construction of houses and factories on agricultural land in Song Phuong Commune (Hoai Duc District), Dai Mo Ward (Nam Tu Liem District, Hanoi City). Immediately after the series of articles were published, the People's Committee of Song Phuong commune, Dai Mo ward took action, assigning the commune police to verify and handle the violation.
On March 12, Vice Chairman of Song Phuong Commune People's Committee - Mr. Nguyen Duc Chien signed Official Letter No. 131 to Song Phuong Commune Police Chief requesting verification and clarification of the information reported by Lao Dong Newspaper.
According to the document: On March 12, 2025, Lao Dong Newspaper reflected 2 articles: "The trick of turning agricultural land into housing in Hanoi"; and "Act with the law to build hundreds of thousands of houses on agricultural land in Hanoi".
To ensure discipline, Song Phuong Commune People's Committee requested the Commune Police to investigate, check, verify and clarify the above-mentioned press reports; resolutely handle violations according to the provisions of law. In case of negativity, it is recommended that the commune police prepare a file and report to the superior agency for strict handling.
Mr. Nguyen Duc Chien also signed Official Dispatch No. 132 to the Chief of Song Phuong Commune Police; Mr. Do Van Quyet, Land - Construction Civil Servant of Song Phuong Commune; Management Board of Phuong Bang and Phuong Vien Agricultural Cooperatives to strengthen the management and handling of land and construction order violations in Song Phuong Commune".
The document stated: Currently, some "land brokers" and people have provided false information about taking advantage of the opportunity to build works and surrounding walls on agricultural land to speculate and inflate land prices. This behavior not only causes damage to people but also affects State management in general and land management in communes in particular.
To ensure discipline, order, and resolutely handle violations of land laws and self-construction laws in the commune. The Commune People's Committee requested Mr. Do Van Quyet - a civil servant of the Land - Construction sector to strengthen inspection work, grasp the situation, promptly advise the Chairman of the Commune People's Committee to strictly handle violations and trials from the beginning, to prevent new violations from arising.
Review the violation records, advise the Chairman of the Commune People's Committee to develop a plan to organize the second round of enforcement. Administrative fines, forced to remove construction works on agricultural land after Lao Dong's reflection
Along with the document directing the handling of house construction on agricultural land, Song Phuong Commune People's Committee issued Decision No. 94 to administratively sanction Mr. Ha Nhat Linh (born in 1972) for administrative violations in the field of land: Using agricultural land to non-agricultural land without permission from a competent State agency.
According to the penalty document, Mr. Linh built an iron frame surrounded by corrugated iron walls and glass with a total area of 156m2 in Sau Cau area, Song Phuong commune. The fine is 4 million VND. At the same time, Mr. Ha Nhat Linh was forced to dismantle all illegal constructions on agricultural land, restore the original state of land use and use the land for the right purpose.
Chairman of the People's Committee of Dai Mo Ward (Nam Tu Liem District) - Mr. Ho Trong Thang also sent document No. 159 to the Chief of Dai Mo Ward Police to request verification and clarification of the information reported by Lao Dong Newspaper on March 13, 2025.
According to the Official Dispatch: On March 13, 2025, Lao Dong Newspaper reported an article "A series of illegal houses on agricultural land in Dai Mo". To ensure discipline, order and strictly comply with regulations on land and construction order in the ward, the People's Committee of Dai Mo Ward requested the Dai Mo Ward Police to urgently intervene, check, verify, and clarify the information reported by Lao Dong Newspaper; resolutely handle violations according to the provisions of law.
In case of negativity, it is recommended that Dai Mo Ward Police establish a file and report to the competent authority for strict handling according to the provisions of law.
