Authorized by Minister of Foreign Affairs Le Hoai Trung, Deputy Minister of Foreign Affairs Dang Hoang Giang led the Vietnamese delegation to attend the conference.
At the conference, ASEAN Foreign Ministers shared their deep concerns about prolonged tensions, causing casualties to civilians, material and infrastructure damage, seriously affecting the lives of people in the border areas of Cambodia and Thailand, especially the negative impact on peace, security and stability in the region.
The ministers emphasized that the two countries need to exercise maximum restraint, immediately take steps to end the conflict, implement a ceasefire and create conditions for people to soon return to normal life.
The ministers encouraged Cambodia and Thailand to continue to use bilateral mechanisms, while effectively taking advantage of the mediation and goodwill efforts of the ASEAN Chair and the participation and support of ASEAN member countries and partners towards long-term solutions for peace, in accordance with international law and ASEAN's fundamental principles.
Speaking at the conference, Deputy Minister Dang Hoang Giang - Head of the Vietnamese delegation - highly appreciated Malaysia's timely call-up to the meeting, considering it an important contribution to continuing the efforts of Malaysian Prime Minister Anwar Ibrahim, in his role as ASEAN Chair 2025, to support Cambodia and Thailand in finding long-term solutions for peace, stability and regional security. Vietnam supports Malaysia's proactive, consistent and effective leadership role as ASEAN Chair.
Faced with complicated developments in recent days, the Deputy Minister shared that Vietnam is deeply concerned about the situation and negative impacts not only on the relationship between the two countries, the people of Cambodia and Thailand, but also seriously affects the solidarity, central role and prestige of ASEAN.
The Deputy Minister emphasized the importance of promoting the spirit of solidarity, collective action and responsibility of ASEAN in issues related to regional peace and security.
Vietnam welcomes the goodwill of Cambodia and Thailand, demonstrated through the commitments it has achieved, including the Agreement dated July 28, the Kuala Lumpur Joint Statement dated October 26 and the establishment of the ASEAN ASEAN Observer Group (AOT), as well as new ceasefire proposals made at the summit.
The Deputy Minister emphasized that Vietnam called on the two sides to exercise maximum restraint, not to use force, fully implement the commitments reached and resolve disputes by peaceful means, in accordance with international law, the United Nations Charter, the ASEAN Charter and the Southeast Asian Friendship and Cooperation Treaty (TAC), expressing his hope that the two sides would soon reach a ceasefire agreement.
The Deputy Minister affirmed that Vietnam is ready to continue to actively support and closely coordinate with ASEAN countries to promote appropriate initiatives and approaches in ASEAN, including promoting the role of existing ASEAN intermediary and mediation mechanisms, helping Cambodia and Thailand soon restore peace and stabilize relations.
At the end of the conference, Malaysia, on behalf of ASEAN countries, issued an ASEAN presidency Declaration on the content of the discussion at the ASEAN Special Foreign Ministers' Conference on the situation of Cambodia and Thailand, in which it noted that Cambodia and Thailand resumed the ceasefire discussion and will hold a joint border committee meeting on December 24, 2025 to discuss the contents.
