On December 15, in Hanoi, Politburo member and National Assembly Chairman Tran Thanh Man chaired a meeting of the National Assembly leadership on the work in 2025 and key tasks in 2026.
The National Assembly Chairman said that in 2025, the National Assembly successfully organized 3 National Assembly sessions and 23 sessions of the National Assembly Standing Committee, with a huge amount of content, many new, difficult issues, and unprecedented opportunities.
Among them, some outstanding marks are the work of making the constitution and legislative process with very high volume and requirements. The legislative work has achieved very important results, innovating the thinking of law-making to both ensure effective state management, promote decentralization and delegation of power; thoroughly cutting administrative procedures; taking people and businesses as the center and subject in legal regulations.
The National Assembly has reviewed and approved the Resolution amending and supplementing the 2013 Constitution; passed 89 laws and 24 legal resolutions. The National Assembly Standing Committee passed 4 legal decrees and 32 legal resolutions, the largest legislative volume since the beginning of the term, contributing significantly to perfecting institutions, removing bottlenecks, and unlocking resources for development.
The work of streamlining the organizational apparatus has been seriously and drastically implemented. The number of agencies of the National Assembly will be reduced from 13 to 8, the National Assembly Office will be reduced from 29 to 9 units.
Regarding the key tasks in the coming time, National Assembly Chairman Tran Thanh Man emphasized the need to rectify working style, tighten discipline and order.
Strictly implement the principles of clearly identifying people, work, responsibilities, progress, and results; strengthen inspection and urging the implementation of directive conclusions, not allowing backlogs or prolongations.
The National Assembly Chairman requested the urgent completion of the signing of the certification of laws and resolutions passed by the National Assembly; strictly implement the work of preparing documents, submitting documents after the session, attaching specific responsibilities to the leaders, not allowing delays or errors.
Improve the quality of advice and service for the activities of the National Assembly Chairman, Vice Chairmen of the National Assembly and the National Assembly Standing Committee. Innovate the work of the board of directors in the direction of clear work, clear responsibilities, and clear progress.
For 2026, the first year of the 16th National Assembly term, the National Assembly Chairman emphasized the need to continue to strongly innovate legislative work, improve the quality of appraisal; ensure discipline and order in law-making.
Focus on thematic supervision with focus, focusing on areas that have a wide and profound impact on people's and businesses' lives.
Strengthen monitoring and urging the implementation of the National Assembly's resolutions, enhance accountability of ministries and branches; promote the application of information technology and artificial intelligence in the activities of the National Assembly, towards a digital National Assembly.
Continue to innovate people's petition work, increase contact with voters according to topics and fields; comprehensively prepare for the 16th National Assembly election, ensure progress, compliance with regulations on personnel work, voting units, and voter data; strengthen parliamentary foreign affairs, promote Vietnam's role at international forums.
Proactively prepare and organize well the National Assembly sessions, the National Assembly Standing Committee, first of all the First Session, the 16th National Assembly; effectively implement the 2026 legislative program.
Strictly maintain discipline, order, and office culture; practice thrift and fight waste; strengthen management and storage of records and documents, preventing loss and disclosure of information.
