According to the Director of the Department of Housing and Real Estate Market Management (Ministry of Construction), the key to removing bottlenecks in the current real estate market is still the institution.

On the morning of September 26, Construction Newspaper launched the Real Estate Special Zone (RE) and organized the Forum "Developing the Real Estate Market - double-digit GDP Growth Boost".

Sharing at the Forum, Ms. Tong Thi Hanh - Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) - said that the real estate market currently still has bottlenecks.

Therefore, the Department has been focusing on important issues such as development as well as good control of the real estate market.

Accordingly, it is necessary to create a source of real estate to ensure legality. This must come from the legal institutions of the Construction industry, within the overall relationship with other laws on land, investment, finance, etc.

Ms. Hanh said that in the past time, the Ministry of Construction has implemented a number of key tasks related to institutional improvement, especially in social housing. This has helped ministries, branches and localities implement these new regulations quite well.

Therefore, it is necessary to continue implementing measures to ensure a stable, healthy and effective real estate market.

In 2026, the Ministry of Construction plans to develop a revised Housing Law and a Real Estate Law, focusing on real estate transaction conditions, real estate service business, and real estate market control factors.

The Ministry of Construction will also submit to the Government a Resolution on piloting the construction of a real estate transaction center managed by the State. Including legal management of supply and real estate transaction prices including the primary and secondary markets. The Ministry will also propose a roadmap including both the time and the pilot subjects.

Another task, Ms. Hanh mentioned, is to study a breakthrough mechanism, open up, attract resources to create a legal corridor for the real estate market. This helps the real estate market develop truly healthily and sustainably.

"The key to removing the current real estate bottleneck is still the institution. We must identify where the problems are and resolve them there. If it is unblocked, I am sure the real estate market will have positive growth" - Ms. Tong Thi Hanh added.

This person added that the institutional construction in each stage will have different fundamental solutions. We set goals to have appropriate solutions. To reform well, we must identify bottlenecks, which are the indicators with room for reform.

Therefore, depending on different times and bottlenecks, different solutions are needed.

Another issue, according to Ms. Hanh, is that institutional reform must go hand in hand with law enforcement reform. Because good institutions but the implementation process still faces difficulties cannot be implemented in life and cannot be effective.

Previously, giving a speech at the launching ceremony of the Real Estate page, Deputy Minister of Construction Nguyen Van Sinh suggested that the Real Estate page must enhance policy communication, promote market development based on current and transparent information.
