Recovering 1,738 hectares of land in Ho Chi Minh City, Dong Nai, Tay Ninh to build the largest road in the Southeast region

Ho Chi Minh City - The Ho Chi Minh City Ring Road 4 project passing through Ho Chi Minh City, Dong Nai and Tay Ninh needs to recover about 1,738 hectares of land, completing site clearance for the entire route in August 2026.

The Ho Chi Minh City Ring Road 4 project has a total length of about 207 km, connecting key industrial, logistics and seaport centers of the Southeast region. The route passes through Ho Chi Minh City, Dong Nai and Tay Ninh after merging administrative boundaries.

In which, the 47 km section passing through Binh Duong was previously started in June 2025. The remaining sections are about 160 km long, with a total investment of more than 1,204 billion VND, and the National Assembly approved the investment policy in June 2025.

In Ho Chi Minh City, the work of compensation, support, and resettlement of Ring Road 4 is divided into 4 component projects.

Component project 1-1 includes compensation, support, resettlement and construction of service roads and side roads from the Toc Tien - Chau Pha intersection to Chau Duc bridge with a total capital of about 4,288 billion VND. The project needs to recover about 194 hectares of land in Tan Thanh ward, Chau Pha commune and Chau Duc commune, affecting about 1,004 cases. It is expected to arrange 284 resettlement plots for displaced households.

Component project 1-3, the section from the Saigon River to the Thay Cai canal, has been approved with a total capital of about 7,050 billion VND from the city budget. Of which, compensation, support and resettlement costs account for about 5, 223 billion VND. The project recovers more than 207 hectares of land in Tan An Hoi and Nhuan Duc communes, affecting about 1,495 cases, with 227 cases expected to be resettled.

For component project 1, the section from Thu Bien Bridge to the Saigon River through Binh Duong province previously had a total capital of nearly 8,000 billion VND.

The total recovered land area is about 250 hectares in Binh Duong, Hoa Loi, Long Nguyen, Tay Nam, Thoi Hoa, Binh Co, Tan Uyen, Vinh Tan, Thuong Tan and Bac Tan Uyen wards. The project affects 1,598 households, individuals and organizations. To date, the locality has recovered about 61.48 hectares of land.

Component project 1-5, the section from the Tay Ninh border to Hiep Phuoc port, is currently being deployed for inventory. The project recovers about 40 hectares of land in Hiep Phuoc commune with a total capital of about 1,740 billion VND.

Ho Chi Minh City People's Committee has issued a detailed plan including 20 steps to implement compensation, support, and resettlement for the Ring Road 4 project. The city sets a target to complete site clearance by August 2026.

In Dong Nai City, the project of compensation, support, resettlement and construction of service roads and side roads has a total capital of more than 10,000 billion VND. The total recovered land area is more than 443 hectares, passing through 9 communes including An Vien, Xuan Duong, Xuan Que, Dau Giay, Binh An, Hung Thinh, Trang Bom, Binh Minh and Tan An.

The project in Dong Nai is expected to arrange resettlement for 1,119 households. Dong Nai City has assigned the Land Fund Development Center of branches to coordinate with the Commune People's Committee to organize the payment of compensation, support and resettlement arrangement from April to June 2026.

In Tay Ninh province, the project of compensation, support, resettlement and construction of service roads with a total capital of nearly 30,000 billion VND, needs to recover about 604 hectares of land through 15 communes including: Hau Nghia, Duc Lap, Hoa Khanh, Duc Hue, Thanh Loi, Binh Duc, Ben Luc, My Yen, Long Cang, Rach Kien, My Le, My Loc, Phuoc Vinh Tay, Can Giuoc and Tan Tap.

To accelerate progress, Tay Ninh Provincial People's Committee launched the "90 days and nights" emulation movement from May 15 to August 12, 2026 to complete the site clearance work for the entire route.

According to the plan, by June 15 at the latest, the locality must complete land acquisition and hand over the entire site of 5 resettlement areas to infrastructure construction units. By June 30, at least 70% of the main route site area will be handed over and 100% of the entire route site handover will be completed before August 12, 2026.
