Ho Chi Minh City People's Committee has just issued a decision approving Component Project 1-1: Compensation, support, resettlement and construction of service roads and side roads (section from Toc Tien - Chau Pha intersection to Chau Duc bridge) under the Ho Chi Minh City Ring Road 4 construction investment project.
This is a section of the route passing through the former Ba Ria - Vung Tau province, now belonging to Ho Chi Minh City after the merger.
The route starts at the Toc Tien - Chau Pha intersection, the intersection with Bien Hoa - Vung Tau expressway and DT. 992 road; the end point is at Chau Duc bridge, bordering Dong Nai province.
The total length of the route section is about 18.25 km, passing through Chau Pha, Chau Duc communes and Tan Thanh ward.
The total recovered land area is about 194.53 ha, affecting about 1,004 cases. Of which, 284 resettlement plots are expected to be arranged for people who are being cleared.
The total investment of the project is more than 4,288 billion VND from the City budget.
Currently, compensation and site clearance work for Ring Road 4 in Ho Chi Minh City is divided into 4 component projects.
In addition to component project 1-1, Ho Chi Minh City has approved component project 1-3, the section from the Saigon River to the Thay Cai canal, with a total capital of about 7,050 billion VND.
This project will recover more than 207 hectares of land in Tan An Hoi and Nhuan Duc communes, affecting about 1,495 cases. It is expected that 227 cases will be resettled.
Meanwhile, component project 1, the section from Thu Bien Bridge to the Saigon River (through the former Binh Duong area), needs to recover about 250.46 hectares of land, affecting 1,598 households, individuals and organizations. Up to now, about 61.48 hectares have been recovered.
For component project 1-5, the section from the Tay Ninh border to Hiep Phuoc port, is currently undergoing inventory. The project is expected to recover about 40 hectares of land with a total capital of about 1,740 billion VND.
Ho Chi Minh City sets a target to start construction of component projects of public investment including 1-1, 1-3 and 1-5 before May 19, 2026.
For main route construction projects implemented in the form of public-private partnership (PPP), the City strives to complete approval in the second quarter of 2026 and start construction at the end of this year.
According to the plan, the entire Ring Road 4 of Ho Chi Minh City will be completed in the second quarter of 2028 and put into operation in the same year.
When put into operation, the road will become a strategic traffic axis connecting the Southeast, Southwest and Central Highlands; and at the same time increase links with Long Thanh airport and the large seaport system, contributing to reducing traffic pressure for the inner city of Ho Chi Minh City and gateway routes.
The Ho Chi Minh City Ring Road 4 project has a total length of about 207 km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh after the merger. In which, the 47 km section through Binh Duong was previously started in June 2025.
The remaining sections are about 160 km long, with a total investment of more than 1,204 billion VND, and the investment policy was approved by the National Assembly in June 2025.
After merging with Binh Duong and Ba Ria - Vung Tau, the length of Ring Road 4 passing through Ho Chi Minh City increased from about 17 km to nearly 83 km, making the City the locality with the largest route length in the entire project.
