Building a tourism urban area of over 171 hectares
The Cai Gia urban tourism project (Cat Ba Amatina) is implemented in the Cat Hai special zone with a total land area of 171.56 hectares, total investment capital of VND 10,941.88 billion. The project's goal is to effectively exploit the advantages of natural and ecological conditions of the area; build a modern urban tourism area in Cat Ba. The project implementation period is until 2029.
In which, phase I completes legal procedures and constructs and constructs in 2026 for the entire project's technical infrastructure construction items; constructs housing works: parallel villas in areas A1, A4, parallel villas and townhouses in subdivisions A3, villas in subdivisions B2, B3.
In phase 2, the investor will complete legal procedures and construct and construct in 2029 for the remaining items of the project such as townhouses, hotels, service areas, commercial - service areas, high-rise service apartments, entertainment - recreation areas, parking lots, public works, etc.
According to the investor's report, by December 22, the project is gradually completing technical infrastructure items. In which, the basic leveling is completed; the road and bridge system has reached 80%; the retaining wall and spillway have reached 95%; the water supply and drainage system, wastewater treatment plant, incident lake have reached 95%; the fire prevention and fighting system of the technical infrastructure has reached 95%; the electricity and lighting system, communication system and trees have reached 30%.
Regarding the above-ground works, the project has completed 99/99 parallel villas in area A1, completed rough construction and is completing the exterior of 51/51 parallel villas in area A3, A4, reaching 90%.
Concentrating resources on completing progress

In the immediate future, in the first quarter of 2026, the investor will continue to start construction of 200 villas in areas A3, B1, B2, B3 (currently, 85 have been submitted to the Department of Construction for approval).
Recently, Chairman of the City People's Committee Le Ngoc Chau inspected the project progress. The Chairman of the City People's Committee requested the project investor to harmoniously and reasonably calculate the construction works on the land to ensure construction density and landscape to build a high-class resort urban area, creating attractive tourism products for tourists when coming to Cat Ba.
The investor focuses all resources to complete the project according to the committed schedule. During the implementation process, the investor and construction units control and ensure good environmental sanitation, security, order and labor safety. At the same time, focus on synchronously deploying an environmental treatment system and developing clean energy and renewable energy, contributing to environmental protection.
