From the beginning of July 2026, the 2025 Construction Law officially takes effect. This Law stipulates construction activities; rights, obligations, and responsibilities of agencies, organizations, and individuals in construction activities and state management of construction.
In which, the Construction Law clearly stipulates standards and technical regulations for applying science, technology, and digital transformation in construction activities.
Accordingly, the standards applied in construction activities are based on the principle of voluntariness, except for the standards cited in technical regulations or other legal normative documents.
And the standards applied to investment projects and construction works must be considered and approved by the investor and investor in accordance with the investment and construction order, ensuring certain requirements.
Examples include compliance with the requirements of national technical regulations and relevant legal regulations; ensuring compatibility and feasibility of applied standards.
The law also stipulates that the research and application of science, technology, innovation and digital transformation in construction activities must meet the following requirements:
Ensuring advanced and modern technology, environmental protection and sustainable development.
Applying information technology, digital transformation, innovation and construction information models in construction activities to improve the efficiency of construction investment management.
The specialized construction project management ministry is responsible for developing and updating national technical regulations and standards applicable to specialized construction projects in accordance with the law.
