Resolution No. 180/NQ-CP requests urgent implementation to remove difficulties and obstacles for prolonged backlog projects under its authority and legal regulations; report the implementation results to the Ministry of Finance for synthesis and updates to monitor progress.

Firmly consolidate national defense and security potential; maintain political security, order, and social safety.
Promote economic, cultural, scientific and technological diplomacy; promote international cooperation on source technology transfer; seriously and effectively implement commitments and international agreements signed, transform them into resources to serve national development, and enhance Vietnam's international position and prestige.
Develop a 2027 plan right from the third quarter of 2026, placed in the vision of the entire 2026 - 2030 period based on specific target assignments and based on correctly assessing bottlenecks, with specific operating scenarios, and early determination of policy priorities, tasks, and resources.
The Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees at all levels, heads of agencies and units in the state administrative system to directly direct major tasks, difficult tasks, inter-sectoral tasks and prolonged bottlenecks; develop the 2027 plan of their ministries, agencies, and localities and be responsible for the quality of the plan.
End the situation of mentioning difficulties but not having a handling plan, the matter under which level of authority must be resolved by that level, beyond authority must be reported promptly, with specific proposals attached.
