Ho Chi Minh City People's Committee has just approved the policy of relocating 6 apartment blocks including blocks I, II, VIII, IX, X and XI belonging to Thanh Da Apartment Building according to the compensation and resettlement support plan that was approved earlier.
According to the direction, Binh Quoi Ward People's Committee is responsible for issuing relocation decisions for owners and users of houses in the above-mentioned apartment blocks; at the same time, preside over and coordinate with relevant units to organize relocation work in accordance with regulations, including cases of using houses belonging to public assets.
Binh Quoi Ward People's Committee will also coordinate with the Housing Management and Construction Inspection Center to report and request the Department of Construction to carry out procedures to recover houses belonging to public property in these apartment blocks.
The Department of Construction is assigned to advise and implement procedures for recovering houses belonging to public assets according to legal regulations. In the process of implementation, this agency must pay attention to regulations related to asset accounting according to the Law on Management and Use of Public Assets and Circular No. 141/2025/TT-BTC dated December 31, 2025 of the Ministry of Finance.
The Ho Chi Minh City People's Committee also requested Thanh Da Housing Development Joint Stock Company to closely coordinate with functional agencies in the project implementation process.
The project to rebuild the cluster of 8 old apartment buildings in Thanh Da Apartment Building was assigned by the Ho Chi Minh City People's Committee to Thanh Da Housing Development Joint Stock Company as the investor from 2017.
Previously, lot IV and lot VI had been relocated and cleared. However, up to now, Thanh Da Housing Development Joint Stock Company has not completed the basic design steps, the design is implemented after the basic design is appraised and approved according to regulations, so it does not meet the conditions for preparing the construction method design, and does not meet the conditions for starting construction of the project.
The remaining 6 apartment blocks (blocks I, II, VIII, IX, X, XI) of Thanh Da Apartment Building have about 1,216 apartments, including 948 privately owned apartments and 268 state-owned apartments (divided into 355 apartments). The total number of actual apartments recorded is 1,303 apartments.
To date, 392 cases have agreed to the compensation plan, of which 209 units are selected for resettlement and 183 households receive money to arrange new accommodation themselves.
Binh Quoi Ward People's Committee is implementing a compensation and resettlement plan to supplement households affected by the project.
