Ho Chi Minh City has completed processing the backlog of land records

Ho Chi Minh City Tax Department has nearly completed the settlement of land records pending since August 1.

On October 10, a representative of the Ho Chi Minh City Tax Department said: "Immediately after receiving the directive from the Ho Chi Minh City People's Committee on handling backlog tax-related files, we urgently directed the branches and related departments to handle all files of people and businesses from September 21.

The files were processed in accordance with regulations, without causing inconvenience to people. The Ho Chi Minh City Tax Department has almost completed handling all backlog files from August 1 to September 21, with a total of 15,800 files.

From September 23 to October 3, people and businesses submitted more than 5,888 additional dossiers, of which nearly 3,800 dossiers have been resolved, and the remaining more than 1,900 dossiers are pending processing".

The representative of the Ho Chi Minh City Tax Department also said that they are actively encouraging tax branches to speed up the process of handling dossiers, ensuring that no problems arise.

The Ho Chi Minh City Tax Department also pledged to perfect the legal system, provide clear and easy-to-understand instructions for people, to avoid difficulties, and ensure that the legal system is effectively implemented.

At the same time, the tax authority will continue to promote propaganda so that taxpayers and businesses clearly understand and comply with regulations on tax declaration and payment. The tax authority will strive to effectively apply information technology to process dossiers in accordance with professional procedures and legal regulations.

However, there is still a situation where individuals and households often have problems when submitting tax dossiers.

The tax refund is due to suspicion of declaring a lower transaction value than the actual value.According to Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, this suspicion is not entirely appropriate, because in many cases, the seller needs to sell quickly so accepts a lower price, or the buyer is willing to pay a higher price than the market price.

The parties to the transaction have provided sufficient documents to prove it but are still being suspected. Therefore, there needs to be a more thorough review from the Ho Chi Minh City Tax Department to support people more effectively.

Regarding the "hot" issue that is of great concern to people, which is when the new Land Price List will be applied, in the report to the Ho Chi Minh City People's Council, the Ho Chi Minh City People's Committee affirmed that it will issue the adjusted land price list before October 15, 2024.

According to the Ho Chi Minh City People's Committee, the development of the adjusted land price list complies with the regulations on procedures for promulgating legal documents.

Up to now, the Ho Chi Minh City People's Committee has completed all steps of preparing and approving the proposal for developing documents; drafting, widely collecting opinions, and appraising the draft decision to replace Decision 02.

The comments have been fully incorporated into the draft by the Department of Natural Resources and Environment. It is expected that the Department of Natural Resources and Environment will complete the submission to the City Land Price Appraisal Council before October 10, and then the City Land Price Appraisal Council will hold an appraisal meeting.

Before October 15, 2024, the Ho Chi Minh City People's Committee will issue a decision to amend and supplement Decision No. 02/2020/QD-UBND.
