Ho Chi Minh City People's Committee has just issued a document directing the progress of implementing the renovation and reconstruction of apartment buildings in the city.
Previously, the city had approved allocation of about 33 billion VND to inspect and evaluate the quality of 186 old apartment buildings with 220 lots in 32 wards.
The wards include: An Hoi Dong, Ban Co, Ben Thanh, Bay Hien, Binh Quoi, Binh Tay, Binh Thoi, Cho Lon, Cho Quan, Dien Hong, Gia Dinh, Phu Tho Hoa, Tan Dinh, Tan Hung, Tan Son Hoa, Tan Son Nhat, Tan Son Nhi, Thanh My Tay, Vung Tau, Vuon Lai, Tan Hoa, Cau Kieu, Minh Phung, Phu Tho, Cau Ong Lanh, Sai Gon, Xuan Hoa, Nhieu Loc, Hanh Thong, Go Vap, An Dong and Binh Tien.
According to a report by the Ho Chi Minh City Department of Construction, so far the inspection work has only completed 72/220 old apartment blocks, reaching 32.72%. Meanwhile, according to the plan, the inspection must be completed in the third and fourth quarters of 2025.
Faced with the above situation, the Ho Chi Minh City People's Committee requested the Department of Construction to seriously review and proactively coordinate with the People's Committees of wards and inspection units to clarify the reasons for the slow progress, and at the same time develop solutions to accelerate the implementation process.
The Department of Construction is assigned to develop a Gantt diagram to monitor the specific progress for each apartment building, ensuring that 100% of apartment buildings subject to inspection have conclusions before July 31, 2026.
The Ho Chi Minh City People's Committee also emphasized that the Director of the Department of Construction and the Chairmen of the People's Committees of relevant wards will be responsible to the City People's Committee if they continue to delay the progress of inspection and quality assessment of apartment buildings.
Regarding the planning work to serve the renovation and reconstruction of old apartment buildings, the Ho Chi Minh City People's Committee requests the Department of Planning and Architecture to urgently review the planning, advise on architectural and planning indicators for each project according to the list of the Project.
Planning indicators must ensure feasibility to attract investors to participate in renovating and rebuilding apartment buildings. Leaders of the Department of Planning and Architecture must also be responsible if they continue to be slow to complete the planning, appraisal and approval work.
According to statistics, Ho Chi Minh City currently has 39 old apartment projects in 16 wards that need to be renovated and rebuilt.
Among them, there are 16 level D apartment projects - the highest level of danger, serious damage and potential collapse risk.
In addition, there are 13 apartment buildings that are not class D, including 12 apartment buildings that have been renovated before 2016 and one apartment building at 518 Vo Van Kiet that encountered tilting and subsidence problems.
In addition, 10 apartment buildings built before 1975 that have not been relocated or urgently dismantled are currently proposed for renovation.
The Ho Chi Minh City People's Committee also assigned the Chairmen of the People's Committees of 32 wards with apartment buildings built before 1994 to focus on directing and ensuring the completion of tasks under the program to renovate and rebuild old apartment buildings according to schedule.
After completing the inspection and planning work, the Department of Construction is responsible for updating and completing the progress report for the Project on renovating and rebuilding old apartment buildings in the period 2025 - 2035.
The Ho Chi Minh City Department of Home Affairs is assigned to monitor and urge the implementation of departments, branches and localities; summarize and advise the Ho Chi Minh City People's Committee to consider responsibilities for agencies and units that have not completed or delayed implementing directives related to the program of renovating and rebuilding old apartment buildings in the city.
