Ho Chi Minh City recovers land and house number 2 Hung Vuong to expand Ly Thai To Park

Ho Chi Minh City recovers land and house number 2 Hung Vuong (currently VNPT's transaction point) to deploy phase 2 of Ly Thai To Memorial Park.

The Chairman of the Ho Chi Minh City People's Committee has just agreed in principle to assign the People's Committee of Vuon Lai ward to supplement the task of implementing compensation, support, resettlement and recovering the remaining area of land plot No. 2 Hung Vuong street into the Tran Binh Trong road expansion investment project.

At the same time, the locality will prepare dossiers to adjust investment policies and adjust projects, submit them to competent authorities for consideration and decision according to the provisions of law on public investment, construction and related regulations.

Land plot No. 2 Hung Vuong has an area of about 5,000 m2, currently the transaction point of Vietnam Posts and Telecommunications Group (VNPT). Previously, VNPT had handed over about 800 m2 of the total land area to serve the project.

According to the direction of the Ho Chi Minh City People's Committee, after the adjusted project is approved, the Vuon Lai Ward People's Committee will organize the implementation of compensation, support, resettlement, land recovery and relocation of works on land plot No. 2 Hung Vuong in accordance with regulations. The city requires the use of public investment capital to be for the right purpose, not exceeding the approved total investment.

After completing site clearance, the entire land area will be handed over to the Department of Construction to implement phase 2 of the Memorial Park Project at No. 1 Ly Thai To according to schedule.

The People's Committee of Vuon Lai ward is assigned to be fully responsible to the Chairman of the People's Committee of Ho Chi Minh City for the progress and quality of project implementation, the management and use of public investment capital and compliance with legal regulations.

In addition, the Department of Agriculture and Environment is assigned to preside over and coordinate with the People's Committee of Vuon Lai ward to complete the dossier, advise the People's Committee of Ho Chi Minh City to submit to the People's Council of Ho Chi Minh City for approval the list of recovering the remaining area of land plot No. 2 Hung Vuong in accordance with the order and procedures of the Land Law.

This Department will also coordinate with VNPT, the Department of Construction, the Department of Finance and related units to study a plan to arrange a new location for VNPT based on the existing housing and land fund.

The Memorial Park project at No. 1 Ly Thai To was inaugurated phase 1 in February 2026, becoming a community activity and memorial site rich in human values right in the center of Ho Chi Minh City.

The project is located on the three-front land of Ly Thai To - Hung Vuong - Tran Binh Trong, opposite Cong Hoa roundabout, belonging to Vuon Lai ward.

The highlight of the park is a round square of about 1,800 m2, designed with inspiration from the image of water dropping on the ground, reminiscent of the losses during the COVID-19 pandemic.

In the center of the square is the statue "Drops of Water" 6 m high, 13 m in circumference, made of stainless steel mirrors. Inside the statue is a heart image, a symbol of gratitude, sharing and love.

Surrounding the monument are 9 steps and 360 water candles. When night falls, 360 candles combined with nearly 1,000 lighting points create a "candle forest" space, commemorating those who died from the COVID-19 pandemic.

The entire system of perennial green trees in the area is preserved. Old villas are renovated into exhibition spaces, libraries and community activities. The park also arranges a sports area, sculpture garden and space to organize cultural and artistic activities.
