After arranging the network of public educational institutions, the whole country has streamlined more than 2,500 principals and directors of educational institutions.

The Ministry of Education and Training has just sent a paper on arranging and reorganizing public preschool, general education, and continuing education institutions (CSGD) according to the 2-level local government model to the Ministry of Home Affairs.

To date, localities have merged 1,955 CSGD, dissolved 1,017 establishments, newly established 857 establishments and reorganized 1,518 CSGD.

According to data before and after the arrangement, the total number of public CSGDs decreased from 45,390 to 39,581 establishments, a decrease of 5,809 establishments, contributing to streamlining management focal points, improving the efficiency of using staff, facilities and investment resources.

By type, the number of preschool CSGD decreased by 700 facilities (from 12,534 to 11,834); primary school decreased by 408 facilities (from 11,694 to 11,286); secondary school decreased by 226 facilities (from 8,742 to 8,516); continuing education center decreased by 9 facilities (from 79 to 70); vocational education - continuing education center decreased by 88 facilities (from 511 to 423).

Meanwhile, the number of high schools increased by 10 campuses (from 2,201 to 2,211) and high schools with multiple levels of education increased by 106 campuses (from 2,327 to 2,433), showing a trend of developing the multi-level school model.

Along with arranging the CSGD network, localities have reviewed and arranged a team of management staff to ensure the stable operation of CSGDs after arrangement, and at the same time gradually improve the effectiveness of school governance.

The number of heads and directors of CSGD decreased from 29,376 to 26,815 people, a decrease of 2,561 people; the number of deputy heads and deputy directors decreased from 44,309 to 42,553 people, a decrease of 1,756 people. The arrangement contributes to streamlining management focal points and improving the efficiency of staff use.

Among the principals appointed after arrangement, there are 8,273 people from the principal source, 6,539 people from the deputy principal source and 3,465 people from other sources.

For the redundant deputy team, 266 people were transferred to other CSGD, 131 people were arranged as teachers, 537 people retired, retired or streamlined according to regulations, and 70 people were handled in other forms.

Therefore, this Ministry will continue to review and arrange staff associated with job positions, school scale and local characteristics; and at the same time strengthen management capacity training for the team of CSGD management officials.
