Ho Chi Minh City is urgently building a new land price adjustment coefficient (coefficient K) according to simplified procedures to apply from July 1.

Ho Chi Minh City People's Committee has just issued a document directing the implementation of the Decision regulating the land price adjustment coefficient in the city according to simplified procedures.

The Chairman of the Ho Chi Minh City People's Committee agreed with the proposal of the Department of Agriculture and Environment on soon completing the legal basis and data to serve the promulgation of the new K coefficient.

According to the Ho Chi Minh City People's Committee, the timely issuance of land price adjustment coefficients is of great significance in determining financial obligations for land, calculating land use fees, land rents as well as implementing related procedures for people and businesses.

The Department of Agriculture and Environment is assigned to preside over and coordinate with the Department of Justice and related units to urgently review the legal basis, input data and develop a draft decision. The city requires the construction process to ensure full order and procedures according to legal regulations, and at the same time be suitable for the reality of the land market in Ho Chi Minh City.

In addition, Ho Chi Minh City Tax Department, basic taxes, City Land Registration Office and branches, 168 People's Committees of wards, communes, special zones and related units are required to coordinate to provide complete data, dossiers and information on land prices, land financial obligations to serve the work of building new coefficients.

Agencies are responsible for the accuracy, completeness and timeliness of the data provided. After summarizing, the Department of Agriculture and Environment will complete the dossier and advise the Ho Chi Minh City People's Committee to consider and issue it according to the required progress.

Previously, the Ho Chi Minh City People's Committee approved a project to build a land price adjustment coefficient with many key tasks. In which, noteworthy is the investigation, survey and collection of market land price information by area and location throughout the city.

Functional agencies will determine land types, zone values, select standard land plots and build comparison tables to serve as a basis for calculating adjustment coefficients for each specific land plot.

In parallel with the actual survey, the city will also review and evaluate the results of applying the current land price adjustment coefficient to draw experience and improve the method of building a new coefficient that is closer to reality.

According to the plan, the project is implemented throughout Ho Chi Minh City according to each type of land in each administrative unit. The commune, ward and special zone levels will be the basic units to conduct surveys and collect data.

About 29,000 survey forms will be conducted on 9,746 routes and sections throughout the city. Each route has at least 3 land price survey forms conducted by valuation organizations.

In addition, units must also review and update new roads arising in the urbanization process to ensure complete data, accurately reflecting the actual developments of the Ho Chi Minh City real estate market.
