HCMC approves project to build land price adjustment coefficient

Ho Chi Minh City - Ho Chi Minh City People's Committee has just issued a decision approving the project to build a land price adjustment coefficient (coefficient K) in the area applied from July 1, 2026.

According to the approved content, the construction of the K coefficient is to ensure a scientific basis, fairness and closely follow the actual fluctuations of the real estate market.

The new coefficient is expected to contribute to increasing transparency and publicity, while creating a clear legal corridor for application in cases according to the provisions of the 2024 Land Law and Resolution 254/2025/QH15.

The project sets out many key tasks, among which the most notable is the investigation, survey and collection of information on market land prices by region and location.

Functional agencies will determine land types, zone values, select standard land plots and build comparison tables as a basis for calculating adjustment coefficients for each land plot.

At the same time, the results of implementing the current land price adjustment coefficient will also be reviewed and analyzed to draw experience and improve the method of building a new coefficient that is more suitable for reality.

The project implementation scope is throughout Ho Chi Minh City, according to each type of land in each administrative unit. The commune, ward and special zone levels are identified as the basic units for conducting investigations. Data collected from the grassroots level will be summarized and processed to form a common database for the whole city.

It is expected that about 29,000 survey forms will be conducted on 9,746 routes and sections. Each route has at least 3 land price survey forms conducted by valuation organizations.

Units must also review and supplement new roads arising during urbanization to ensure full, updated data and accurate market reflection.

Regarding implementation organization, the Ho Chi Minh City Department of Agriculture and Environment is assigned to be the presiding agency, coordinating with relevant units such as the Department of Finance, Department of Justice, Department of Construction, tax authorities, Export Processing and Industrial Zones Management Board, Vietnam Fatherland Front Committee of Ho Chi Minh City and People's Committees of wards, communes, and special zones.

The product of the project is a complete dossier including the draft decision on promulgating the land price adjustment coefficient, accompanying appendices, explanatory report, report on receiving comments and all survey data stored.

This dossier will be submitted to the City-level Appraisal Council for consideration before being submitted to the Ho Chi Minh City People's Committee for official approval.

The total project implementation cost is more than 12.6 billion VND, from the state budget. The Department of Finance is responsible for advising on the allocation of funds and proposing the establishment of a Council to appraise the land price adjustment coefficient according to regulations. The project implementation period is from March 2026 to June 2026.

At the end of 2025, the Ho Chi Minh City People's Council approved a Resolution promulgating the land price list for the first time applied from January 1, 2026 throughout the city after merging Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau. The land price list is the basis for calculating land use fees, land rent, related taxes and fees, and the starting price of land use rights auctions.

According to Resolution 254/2025/QH15, no later than July 1, 2026, localities must issue land price adjustment coefficients.

While the K coefficient has not been issued, Ho Chi Minh City continues to apply the provisions of the 2024 Land Law to determine financial obligations related to land.
