On the afternoon of September 5, the People's Committee of Chi Minh Commune (Hai Phong City) held a conference to deploy the announcement of land acquisition and site clearance for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project. This is a national key project, of great significance in connecting regional traffic, promoting the socio-economic development of Hai Phong in particular and the whole country in general.
According to the announcement, the reclaimed area in Chi Minh commune includes land of organizations, households, individuals currently in use and land managed by the People's Committee of the commune. The investigation, survey, measurement, and inventory of assets, trees, and crops will be implemented by the Compensation, Support and Resettlement Council in coordination with local authorities from September 2025, ensuring compliance with regulations. Notably, most of the recovered area is agricultural land, so there is no need for resettlement. The grave relocation will be carried out in 2025, in line with the project's schedule.
At the conference, the People's Committee of the commune clearly announced the contents related to area, land type, recovered subjects, counting plan and compensation plan. Representatives of households with affected land have expressed many opinions and recommendations on the origin of the land, the area of use and related rights. The issues that people are concerned about are mainly the level of support, ensuring long-term benefits for households, as well as the implementation progress.
The leaders of the Commune People's Committee, together with the Compensation, Support and Resettlement Council, directly received and explained each content. The government affirmed that land acquisition for railway projects is a major policy that is necessary to open up new development opportunities for the locality. The implementation process will be carried out publicly, transparently, in compliance with the law and especially ensuring the legitimate rights of the people. At the same time, the local government also hopes that people will agree and share so that this important project can be completed soon.
