Talking to Lao Dong, Mr. Nguyen Van Tuan - Party Cell Secretary, Head of Tu Thong Residential Group said that at around 4:30 a.m. on September 4, while collecting garbage, environmental workers discovered an unusually black plastic bag. When opening it, they were shocked to see a newborn baby boy, weighing about 3.5kg, with intact clothes and blood after birth. At the time of discovery, the child had stopped breathing.
Immediately afterwards, the people immediately reported to the residential group and the police. Tu Minh Ward Police quickly arrived at the scene to record and investigate the incident.
According to security camera footage, at around 3am the same day, a young woman brought a plastic bag containing the child and left it behind. Through initial verification, the child's mother is from Son La, 15 years old, currently renting a room on Tran Van Can street, Tu Minh ward, Hai Phong city.
Currently, the authorities are continuing to verify and clarify the incident.
