Resolution 66. 15/2026/NQ-CP dated February 13, 2026 stipulates a number of mechanisms and policies to remove difficulties and obstacles in social housing development, applicable to state agencies, organizations, and individuals related to social housing development.
Handling difficulties and obstacles in developing social housing for the people's armed forces
The handling of difficulties and obstacles in planning for social housing and housing for people's armed forces investment projects is carried out as follows:
a) Regulations on handling difficulties and obstacles in the new development, adjustment, and approval of zoning planning for urban area formed when implementing the arrangement of administrative units at all levels and the organization of local government at 2 levels are implemented in accordance with the law on urban and rural planning;
b) Detailed plans are newly established and adjusted simultaneously with the process of establishing and adjusting sub-area plans or general plans in cases where sub-area planning is not required and are approved after the general plan and sub-area plan are approved;
c) The approval of the investment policy and simultaneous assignment of the investor for cases where the location of the land plot is not available or not in accordance with urban and rural planning shall be implemented in accordance with the provisions of law on piloting a number of specific mechanisms and policies for social housing development.

Cases of being able to buy or lease social housing without having to meet housing and income conditions
Households and individuals subject to cases where the State recovers land and houses, for national defense and security purposes for socio-economic development, for national and public interests according to the provisions of law, but have not been compensated by the State with houses and residential land, are entitled to buy or lease social housing without drawing lots and without meeting housing conditions or income conditions as prescribed.
Subjects of unspecified-term contract workers receiving salaries from the state budget working in police units are allowed to buy, lease, buy, and rent houses for the people's armed forces.
Housing conditions and income conditions to enjoy housing support policies for this subject are applied as for subjects specified in Clause 5, Article 76 of the Housing Law. (Based on Clause 5, Article 76 of the Housing Law, subjects entitled to social housing support policies are low-income people in urban areas).
