For a long time, the issue of granting Land Use Rights Certificates and Property Ownership Certificates attached to land (red books) has caused many people to complain because of the long time and many procedures.
Many readers have reported the situation of going to work for a red book and seeing all kinds of related circulars and decrees. The documents that need to be prepared are quite complicated, submitted in and out, and sent to the district and commune continuously.

Starting from July 1, 2025, Decree 151/2025/ND-CP of the Government takes effect. Accordingly, the time to handle land registration and red book procedures will be significantly shortened, in order to improve management efficiency and facilitate people.
Decree No. 151 also stipulates the division of authority between local authorities at two levels, decentralization of authority, and delegation of authority in the land sector.
Accordingly, the Chairman of the People's Committee at the commune level will be granted a red book for the first time to the people. At the same time, the commune level is granted a red book according to the approved land use rights contribution and land adjustment plan. This task is currently undertaken by the provincial and district levels.
Cases of granting red books under the authority of the Provincial People's Committee will be assigned to communes, wards and special zones, including: granting red books to domestic organizations such as state agencies, Party agencies, armed forces units, the Fatherland Front, socio-political organizations, public service units; religious organizations; foreign organizations with diplomatic functions; people of Vietnamese origin residing abroad; economic organizations with foreign investment capital.
The Government also assigned the People's Committees at the commune level to re-determine the residential land area and issue red books in cases where plots of land with gardens, ponds, and residential land are granted red books before July 1, 2004.
The Decree also stipulates the time for carrying out procedures for registration of land and assets attached to land and issuance of red books.
The first registration of land and assets attached to land must not exceed 17 working days; the first issuance of a certificate must not exceed 3 working days.
For cases of registration of changes in land and assets attached to land, the issuance or issuance of red books will range from 1-20 working days, depending on the specific case.
In which, transfer, donation, inheritance, capital contribution of land use rights or assets attached to land, not exceeding 8 working days.
Change the information of the land user, land plot address, no more than 4 working days. The validation of the issued red book shall not exceed 8 working days. Change of land use purpose, no more than 7 working days.
