On November 18, the Economic Infrastructure Department of Khanh Vinh district announced that there had been results of remediation after the inspection conclusion of the Department of Construction of Khanh Hoa province regarding the appraisal of economic-technical reports on construction investment and appraisal of construction designs implemented after basic design.
Previously, the Department of Construction Inspectorate inspected from March 2021 to the end of December 2023 and recorded that the Infrastructure Economic Department appraised 158 economic and technical reports on construction investment.
Through inspection, it was discovered that all appraisal records did not evaluate the content of the project's planning compliance.
There is a situation where, after the investment policy is issued, the project preparation and appraisal is organized and implemented within only 1 day, leading to many shortcomings in the appraisal documents.
This is the project to reinforce the cement concrete road slope in Hop Thuy section, Dong village, Song Cau commune.
After Khanh Vinh district had an investment policy (December 28, 2023), in just 1 day (December 29), the investor, the People's Committee of Song Cau commune, completed many documents and work to appoint a survey consultant; the survey consultant unit carried out the survey work and completed the survey and project documents; the commune submitted a request for appraisal of the technical economic report documents.
The Department of Infrastructure Economics also completed the appraisal of the documents on December 29, 2023.
After this Department had the appraisal results and on the same day, Song Cau commune and the Economic Infrastructure Department submitted a report to Khanh Vinh district to advise them to issue a decision approving the construction technical economic report.
The Department of Construction Inspectorate later discovered that the appraisal report form for this project was not in accordance with regulations; there was no content assessing the capacity of the appraisal consulting unit; there was no confirmation from the competent authority on the appraised economic and technical report...
During the inspection of 158 files, the Department of Construction Inspectorate also noted many shortcomings such as all appraisal files did not evaluate the content of the project's planning compliance...
Through checking 49 appraisal records of projects under the authority of deciding to approve investment projects at the commune level, the project appraisal cost is calculated as 15% of the design and estimate appraisal cost, which is not in accordance with regulations.
Many projects have connection points to National Highways, Provincial Roads, and Rural Roads, but the appraisal records do not have written agreements on traffic connections... Khanh Vinh Economic Infrastructure Department did not stamp confirmation on the appraisal records.
Some localities have records with shortcomings such as Khanh Trung, Khanh Nam, Song Cau, Cau Ba, Khanh Phu, Lieng Sa communes...
Mr. Tran Minh Thuan - Head of Economic Infrastructure Department of Khanh Vinh district confirmed that after the inspection conclusion, the unit held a meeting to review the experience of the relevant individuals.
Mr. Thuan said that the department's file appraisal was wrong but did not affect the settlement and completion of the projects. The Department of Economic Infrastructure appraised the files but did not interfere in the bidding of the projects, which was the responsibility of the communes - the investors.
Up to now, the Department of Economic Infrastructure has also reviewed all appraised project documents to correct the shortcomings pointed out by the inspection agency.
