Hanoi City People's Committee has just issued a decision regulating the decentralization of approval of plans for developing concentrated agricultural production areas and licensing the construction of works on agricultural land in concentrated agricultural production areas in the city.
Accordingly, the City People's Committee decentralizes to commune-level People's Committees to implement the approval of plans for developing concentrated agricultural production areas within the administrative boundaries of communes. The approval steps are specified in Article 6 of the Regulations issued together with Resolution No. 38/2025/NQ-HĐND of the Hanoi City People's Council.
Commune-level People's Committees issue, extend, and reissue construction permits on agricultural land in concentrated agricultural production areas within the administrative boundaries of communes. The procedures for issuing, extending, and re-issuing construction permits shall be carried out in accordance with the provisions of Article 9 of the Regulations issued together with Resolution No. 38/2025/NQ-HDND of the City People's Council.
The City People's Committee assigns commune-level People's Committees to regularly organize the implementation of inspection, supervision, and establish records to monitor the construction of works on agricultural land; strictly implement regimes, periodic and unscheduled information reports in accordance with regulations. Along with that, promptly report to the City People's Committee (through the Department of Agriculture and Environment) on difficulties and obstacles arising during the implementation process.
The Department of Agriculture and Environment shall preside over and coordinate with the Departments of Construction, Planning and Architecture, Finance and relevant departments and branches to inspect the People's Committees of communes in implementing the tasks assigned in this Decision; shall preside over summarizing and reporting on the results of implementing the content of decentralization and approval of plans for developing concentrated agricultural production areas and licensing construction works on agricultural land in concentrated agricultural production areas in Hanoi City. In case of difficulties and obstacles, advise the City People's Committee to direct specialized departments to guide and promptly remove them according to their authority.
The Department of Construction coordinates with the Department of Agriculture and Environment and the Commune People's Committee to inspect construction activities on agricultural land in concentrated agricultural production areas in Hanoi City when requested.
The Department of Planning and Architecture, the Department of Tourism and related departments and branches coordinate with the Department of Agriculture and Environment to inspect construction activities on agricultural land in concentrated agricultural production areas in Hanoi City.
