Decision 3380/QD-BNNMT dated August 25, 2025 on announcing newly issued administrative procedures; amending and supplementing the land sector under the state management of the Ministry of Agriculture and Environment.
Accordingly, amending 2 commune-level administrative procedures for red books includes:
- Registering land and assets attached to land, issuing a Certificate of land use rights and ownership of assets attached to land for the first time for organizations currently using land.
- Registering land, assets attached to land, issuing Certificates of land use rights, ownership of assets attached to land for the first time for individuals, communities, households, and people of Vietnamese origin residing abroad.
According to this Decision, the processing time for the first registration of land and assets attached to land, issuance of Certificates of land use rights and ownership of assets attached to land for organizations currently using land is regulated as follows:
No more than 17 working days for cases of first-time registration of land and assets attached to land; no more than 20 working days for cases of first-time registration of land and assets attached to land and issuance of Certificates (of which the first-time registration of land and assets attached to land must not exceed 17 working days; the first issuance of Certificates must not exceed 03 working days).
For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation time shall not exceed 27 working days for cases of initial registration of land and assets attached to land; not exceeding 30 working days for cases of registration of land and assets attached to land, issuance of Certificates of land use rights and ownership of assets attached to land for the first time.
