Currently, in Ninh Binh province, there are 3 social housing projects being implemented and 2 projects have been detailed planned. However, the implementation of projects is currently facing many difficulties and problems in site clearance, land allocation, investor selection, etc., leading to slow progress of projects and not meeting the requirements.
Of the 3 projects being implemented in Ninh Binh province, there is 1 independent social housing project for low-income people and 2 social housing projects on 20% land fund.
The independent social housing project for low-income people being implemented is the Social Housing Construction Project for low-income people in Ninh Phong ward (Hoa Lu city). The project is invested by Truong Thang Construction and Trading Investment Company Limited. Since 2016, the company has paid over 2.88 billion VND to implement a compensation and support plan for site clearance. All 17 individuals and households whose land was recovered have received compensation and support and have not complained.
However, because the project belongs to the "planning of a new residential area west of Ly Nhan Tong Street, Ninh Phong Ward, Hoa Lu City", land acquisition and land allocation procedures are still stuck. Up to now, the investor has not been allocated land by the competent authority, so the project has not been able to start construction.
For the Investment Project to build a new urban area in the North, sub-zone IX (in Ninh Nhat commune and Ninh My ward, Hoa Lu city), the project is invested by Kosy Joint Stock Company with a total area of 40.7 hectares, of which, social housing construction is invested in over 20% of the total residential land area.
The project has been implemented since 2020, but so far only 356/403 households with an area of 36.4 hectares have been compensated and cleared. Up to now, the investor has not been allocated land to start construction.
The Yen Binh urban area project, Yen Binh ward, Tam Diep city is invested by The Light Group Joint Stock Company with a total investment capital of over VND 3,346 billion. Currently, the investor has not been decided by the competent State agency to allocate land or lease land in the field to implement the procedures to start construction according to the approved detailed project plan and investment policy.
At the National Online Conference on removing difficulties and obstacles and promoting the development of social housing chaired by Prime Minister Pham Minh Chinh held on the afternoon of March 6, Mr. Pham Quang Ngoc - Chairman of the Ninh Binh Provincial People's Committee, also admitted that although Ninh Binh province has paid great attention to investing in the construction of social housing projects in the area, the progress of the projects has not yet met the requirements.
Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc requested relevant levels and sectors to closely review and inspect the implementation process and progress of investors to properly manage the target. At the same time, considering removing difficulties for businesses, especially difficulties in investment procedures, land procedures, planning amendments and site clearance work so that projects can be quickly implemented in accordance with the direction of the Prime Minister.
