On May 5, according to the Da Nang City Statistics Office, as of the end of April, investment capital implemented from the State budget managed by the locality is estimated at 3,589 billion VND, down 11.4% compared to the same period in 2025.
The disbursement rate to date has only reached about 24% of the annual plan. In particular, the block of communes and wards has a very low disbursement rate, most localities have not yet been able to allocate and disburse funds due to problems arising in the process of handing over and receiving projects when the city rearranges the Project Management Boards.
At key projects such as the Vo Chi Cong coastal road project (road 129), there are still difficulties in foundation soil filling and site clearance, causing the implemented volume to only reach about 19.9% of the plan. Similarly, the Hoi An Erosion Prevention and Sustainable Coastal Protection project or the Upgrading and renovation project of March 29th Park are still waiting to complete legal procedures and definitively resolve site problems in order to accelerate construction.
At the end of April, the Chairman of Da Nang City People's Committee issued Directive No. 04/CT-UBND on promoting the disbursement of public investment capital in 2026.
The city identifies disbursement of public investment as the top priority political task, throughout. The Chairman of the City People's Committee requested units to complete the allocation of 100% of the capital plan before May 15.
In case the allocation is not completed, units must clearly report the reasons, determine collective and individual responsibilities to consider capital recovery and transfer to other projects that need additional capital," the Directive clearly stated.
According to the Directive, by the end of the second quarter, disbursement must reach 30%, by the end of the third quarter, it must reach 60%, and by January 31, 2027, it must reach 100% of the 2026 capital plan.
A new point in this campaign is that the city is determined to hold individuals accountable. Disbursement results will be the most important criteria to assess the level of task completion and emulation ranking of organizations and individuals in 2026. Heads of units must be directly responsible if delays occur due to subjective reasons.
The city requests units to promote the application of information technology, use the Intelligent Operations Center (IOC) to monitor the actual progress of each project in real time. Difficulties in the supply of construction materials such as soil, sand, and stone are also required to be urgently resolved, avoiding complete dependence on the progress of exploitation enterprise procedures.
