Waiting for land for 17 households
As of now, Nhat Le 3 bridge (Quang Tri province) has completed about 95% of the volume. Key items such as the ground, steel arches, cable system and railings are basically completed. At the construction site, construction units are focusing efforts on completing the lighting system, sidewalks and auxiliary items, mainly concentrated at the bridgehead in Quang Ninh commune.
Although the bridge section is almost completed and the lighting system has been operating, the project has not yet been able to reach the finish line due to problems in site clearance (GPMB) in the access road section from the old Bao Ninh commune (now Dong Hoi ward).

At the construction site in Quang Ninh commune, workers are constructing sidewalks, installing traffic lights, lighting poles and auxiliary items. On the contrary, the foot of the bridge in Dong Hoi ward is almost "motionless" due to the lack of clean ground.
Answering Lao Dong Newspaper, a representative of the Quang Tri Provincial Department of Finance said that the reason for the delay stems from the fact that some households have not agreed on boundaries and land origin, requesting re-measurement. Out of a total of 17 households still facing difficulties, 11 households are subject to resettlement and 6 households are compensated with land.
The bridge section is basically completed. The coastal road section has been constructed for about 1.8 - 2.2km. Currently, only 17 households near the riverbank are stuck. The goal is to complete the relocation in June 2026 to deploy construction, ensuring the completion of the entire project before December 31, 2026," said a representative of the Department of Finance.

Currently, local authorities are strengthening mobilization of people, and at the same time speeding up procedures for applying compensation prices in order to soon hand over the site to serve the final construction phase.
Considering coercion options
Faced with the risk of slow progress due to site clearance congestion, on April 17, Quang Tri Provincial People's Committee issued an urgent directive document, requesting to speed up the completion of site clearance for the Nhat Le 3 bridge project and the bridge access road.

The Provincial People's Committee requests the People's Committee of Dong Hoi Ward and the Project Management Board for Investment, Construction and Development of Dong Hoi Land Fund to focus on completing relevant procedures in the shortest time. The public disclosure, appraisal and approval of compensation plans for the remaining agricultural land plots (6 cases, area of about 0.15ha) must be completed before April 27 so as not to affect the construction in the East.
For 17 cases of resettlement or land exchange, the compensation and support plan must be completed, publicized and completed in April 2026. After that, relevant units need to closely coordinate to complete legal documents and quickly implement the next steps in accordance with regulations.
Complete land recovery procedures for cases that have not agreed to receive money and hand over land in the resettlement area. Consolidate dossiers to issue decisions on land recovery coercion in April 2026.


In addition, the Provincial People's Committee requested localities to comprehensively review the implementation process, direct land clearance consulting units to work closely, limit errors in dossiers, and avoid the situation of having to redo, causing prolonged time. Cases of delay or failure to complete tasks will be considered for responsibility according to regulations.
Nhat Le 3 bridge spans the Nhat Le River, belongs to the Coastal Road and Nhat Le 3 Bridge Project, has a total length of more than 2.8km, a total investment of about 1,300 billion VND, implemented in the period 2022 - 2026.
This is a key transport project, playing an important role in completing urban infrastructure, connecting both banks of the Nhat Le River, reducing the load on existing roads and expanding the space for coastal tourism urban development.
The bridge is designed to be permanent with steel and prestressed reinforced concrete, with modern arch structure, creating architectural highlights. The approach bridge system uses simple spans, ensuring economy and long-term durability.
The road at both ends of the bridge meets the standards of a main urban road, design speed of 60km/h, roadbed width from 23.5m to 54.5m with 4 lanes. The road surface uses asphalt concrete on a gravel-grade base, meeting long-term exploitation requirements and large load capacity.
