Ms. P.B. N's school (Dong Nai) still has funding to support tuition fees for the second semester of the 2024-2025 school year according to Decree No. 81/2021/ND-CP and currently wants to withdraw money from the Treasury to pay students. She asked, will her school apply the payment method according to Decree No. 81/2021/ND-CP or Decree No. 238/2025/ND-CP?
Regarding this issue, the Ministry of Education and Training answers as follows:
Clause 1, Article 29 of Decree No. 238/2025/ND-CP stipulates that Decree No. 238/2025/ND-CP takes effect from September 3, 2025. Thus, the regulations on the mechanism for collecting and managing tuition fees for educational institutions under the national education system and policies on tuition fee exemption and reduction, and learning cost support for students at educational institutions are applied from the first semester of the 2025-2026 school year.
For cases asked by readers, the payment of policies and regimes for students in the second semester of the 2024-2025 school year will still be implemented according to the provisions of Decree No. 81/2021/ND-CP.
