On August 18, the Office of Thanh Hoa Provincial People's Committee said that on August 17, Mr. Cao Van Cuong - Vice Chairman of Thanh Hoa Provincial People's Committee signed Decision No. 2542/QD-UBND approving specific land prices to review financial obligations to implement the 15-story Hotel (Grand Hotel) project in FLC Sam Son Eco-tourism Urban Area in Sam Son ward according to conclusions and inspection recommendations.
Accordingly, the 15-story Hotel (Grand Hotel) project in FLC Sam Son Eco-tourism Urban Area, Sam Son ward is determined to have a specific land price of 3,163,904 VND/m2 to review financial obligations according to the conclusion and recommendations of the Thanh Hoa Provincial Inspectorate.
The land for the project has an area of 35,958m2, bordering Ho Xuan Huong street to the East, and the other three sides bordering the green park. The State leases land to FLC Group Joint Stock Company in the form of one-time payment for the entire lease term, with a term until May 9, 2064.
Notably, this hotel has been operating for nearly 10 years.
On May 15, 2017, Thanh Hoa Provincial People's Committee issued Decision No. 1593/QD-UBND leasing land to FLC Group Joint Stock Company to implement the 15-story Grand Hotel Project in the area that then belonged to Quang Cu ward, Sam Son city.
On the evening of August 20, 2017, FLC Group held the opening ceremony of FLC Grand Hotel Samson. The project was built after about 10 months of construction, 15 floors high and became one of the major items of the FLC resort complex in Sam Son.
The hotel is located on a land area of about 3.6ha, with 586 rooms, total investment of about 921.5 billion VND. Thus, from the time the hotel officially opened in August 2017 to now, it has been exactly 9 years.
On February 1, 2018, Thanh Hoa Provincial People's Committee issued Decision No. 458/QD-UBND approving the specific land price as the basis for calculating land rent paid once for the entire lease term for this project.
The re-determination of land prices this time originates from Conclusion No. 2252/KL-TTTH dated September 20, 2022 of the Thanh Hoa Provincial Inspectorate on the compliance with policies and laws in the process of implementing the FLC Sam Son Eco-tourism Urban Area Project.
Accordingly, the land price after deducting the costs according to regulations, excluding site clearance costs, is determined at 3,163,904 VND/m2.
This price level will serve as a basis for tax authorities and related units to calculate and notify additional financial obligations to be paid, after offsetting the obligations that FLC Group Joint Stock Company has implemented according to the price approved in 2018.
The tax authority is also assigned to calculate land rent and the amount to be additionally paid during the period before calculating land rent, if any, and then notify FLC Group to pay to the state budget.
FLC is one of the enterprises that has invested in many large-scale projects in Thanh Hoa, mainly concentrated in Sam Son. In 2022, the Investigation Police Agency of the Ministry of Public Security requested Thanh Hoa to provide dossiers and documents related to 7 FLC projects, including the FLC Eco-tourism Urban Area Project and FLC Sam Son Golf Links.
