Previously, Mr. Vu Van Dien - Standing Vice Chairman of Quang Ninh Provincial People's Committee - chaired a meeting to review the implementation of inspection conclusions, financial obligations and the situation of project implementation of FLC Group in the province.
According to the conclusion notice of Standing Vice Chairman of the Provincial People's Committee Vu Van Dien after the meeting, FLC Group is currently implementing 4 projects in Quang Ninh, including: Conference Center complex, service area, resort tourism, resort villa and low-rise housing FLC Ha Long in the area of Column 3 to Column 8 hill (Ha Long ward); Ngoi Sao Ha Long golf course project in the same area; and 2 urban area projects in Ha Khanh ward (now Cao Xanh ward) in 2 phases.
To date, the golf course project has been completed and put into operation; the FLC Ha Long complex project has reached about 85% of the volume, and has been partially exploited; the remaining projects are continuing to be implemented.
All 4 projects have been inspected by the Provincial Inspectorate. Based on the conclusions, the units have thoroughly implemented 61/71 recommendations (reaching 86%), and there are still 10 outstanding contents (related to 6 main groups of issues), concentrated in 2 inspection conclusions issued in 2020 and 2022, which need to be further processed.
In addition to the contents that have not been completed according to the inspection recommendations, some projects still exist such as slow construction progress, debt of financial obligations to the State.
The Provincial People's Committee requests departments, branches, localities and FLC Group to closely coordinate, accelerate the progress of thoroughly handling backlogs; not to avoid or shirk responsibility; and at the same time ensure a stable investment environment and the legitimate rights of the people.
The province also requested to review and propose solutions to handle procedures related to issuing Certificates of land use rights, ownership of houses and assets attached to land to people, to prevent complicated complaints from arising.

For the FLC Ha Long complex project, the Department of Finance is assigned to continue monitoring the progress of handling and advising on adjusting investment policies after receiving guidance from the Central Government. The Department of Agriculture and Environment presides over reviewing land procedures, determining financial obligations, recovering outstanding amounts, including nearly 2.9 billion VND for repayment of forest reserves; and at the same time inspecting the issuance of 9 land use right certificates in land plots that have been adjusted to social housing, reporting before April 30, 2025.
The Department of Construction shall preside over and coordinate with relevant units to review all errors (if any) in project planning adjustments, and report to the Provincial People's Committee before April 30, 2026.
For the urban area in Cao Xanh ward (phases 1 and 2), the Provincial People's Committee requests FLC Group to focus resources on completing technical infrastructure, prioritizing main roads and embankment lines; and at the same time regularly sanitize the environment and create a landscape for the project.
Regarding social housing in phase 1, the Department of Agriculture and Environment is assigned to guide and remove procedural obstacles for people and investors, reporting before April 10, 2026. For the remaining 2 social housing land plots, FLC Group must clearly report its views on whether to continue investing or not before April 15, 2026.
Regarding the public land fund, FLC Group must complete the handover of the entire area to Cao Xanh Ward People's Committee for management before April 10, 2026; the locality is responsible for receiving and proposing effective and regulated use plans.
Regarding the issuance of Land Use Right Certificates, Cao Xanh Ward People's Committee is assigned to coordinate with the investor and related units to publicly receive information from people (including through online channels), organize information on the progress of handling; The Department of Agriculture and Environment shall take the lead in guiding and removing obstacles, and report on the progress of the first phase before April 25, 2026.
Regarding financial obligations, Quang Ninh Provincial Tax Department is assigned to take the lead in reviewing all debts of FLC Group, including land use fees, land rent, fines and arising expenses; thereby proposing solutions to recover and reduce bad debts, ensuring compliance with legal regulations.
