On December 27, Khanh Hoa Provincial People's Committee announced the conclusion of Mr. Tran Hoa Nam - Vice Chairman of the province, after a meeting on the implementation plan, preparing conditions for project investment implementation after the zoning plan was approved for Project HHI-HH2-HH3 and Project TM1 of Tan Lap Islet Residential Area Project (Nha Trang).

One of the notable contents is that Khanh Hoa province requested Song Da - Nha Trang Joint Stock Company to work with HP Hospitality Nha Trang Company Limited (joint venture) to agree on a plan to handle and resolve the petitions of 233 customers who signed capital contribution contracts at TM1 Project.

The investor must develop a plan to organize a dialogue conference with people who have submitted a petition (but have not agreed with the investor's settlement plan) and send the results to Khanh Hoa Provincial People's Committee before 2024.

The reason why customers repeatedly requested dialogue was because they wanted to clarify the members contributing capital to the TM1 land plot of the Tan Lap Islet Residential Area project. The joint venture was because during the process of changing owners many times, their rights were not guaranteed.

Regarding the content of the Tan Lap Islet Residential Area project breaking schedule after being extended for 24 months, the Department of Natural Resources and Environment is currently reviewing and advising on how to handle the case where the investor has been granted a 24-month land use extension, but after the above deadline, the land has not been put into use.

Finally, for the HHI-HH2-HH3 Project invested by VHR Investment Joint Stock Company, Khanh Hoa province assigned the People's Committee of Nha Trang City, based on the design appraisal opinions of the Department of Construction Management - Ministry of Construction and the opinions of the Department of Construction, to urgently complete the dossier of Adjusting the zoning plan (scale 1/2,000) of the Residential Area of ​​Xuong Huan Ward - Van Thanh in accordance with regulations, and submit it to the Department of Construction for consultation with the province for approval...

Where did the billions of customers' capital contributions to TM1 land go?

According to the customers, at the time they contributed capital to the TM1 project (2017), the registration certificate of HP Hospitality Nha Trang Company Limited (HP Hospitality Nha Trang) showed a charter capital of VND 226 billion. Of which, Song Da - Nha Trang Joint Stock Company had a capital contribution of VND 135.6 billion (60%). Meanwhile, Song Da - Thang Long Joint Stock Company had a capital contribution of VND 90.4 billion (40%).

By 2022, the capital contribution of Song Da - Nha Trang Joint Stock Company will be only 14% and the remaining 75% will belong to Hai Phat Investment Joint Stock Company (abbreviated as Hai Phat Group, headquartered in Hanoi).

In 2023, Hai Phat Group approved the policy of transferring the capital contribution that the company owns at HP Hospitality Nha Trang. After the transfer, Hai Phat Group still owns 10 billion VND, accounting for 4.5% of HP Hospitality Nha Trang's charter capital.
