Regarding the incident of former Vietnamese player Le Sy Manh beating the referee at a grassroots football tournament in Ho Chi Minh City, on the morning of December 25, Mr. Nguyen Nam Nhan - Deputy Director of the Ho Chi Minh City Department of Culture and Sports shared with Lao Dong: "These tournaments are all carried out according to Circular 09 on organizing mass sports tournaments. Tournaments of the above scale will be reported to the Department of Culture and Information of the district or county in that place according to the regulations (regulations, plans, security, health). There are some internal tournaments that are mainly announced.
The Department of Culture and Sports of Ho Chi Minh City has also directed the Federations. As for football, the Ho Chi Minh City Football Federation and the Department Inspectorate jointly manage it.
Regarding the fight on the field, the organizing committee will handle it. If there is a violation of the law, depending on the nature, the organizing committee and the locality will propose handling it according to the law."
Previously, at the Thanh Hoa amateur football tournament in Ho Chi Minh City, after receiving a red card (2 yellow cards), former player Le Sy Manh kicked the main referee Pham Van Nguyen in the hip and punched him in the face.
On the afternoon of December 24, Sy Manh wrote a letter of apology to the organizers, the referees and the fans. He said he was aware of his wrongdoings and that he could not control his emotions, leading to unsportsmanlike behavior. He also pledged to change and correct his mistakes so as not to repeat this action.
It is worth noting that this is not the first time Sy Manh has engaged in negative behavior. In 2017, he chased and beat Dang Van Lam (when he was still working at Hai Phong club), causing the Vietnamese-American goalkeeper to injure his ankle.
Article 8 of Circular 09/2012/TT-BVHTTDL stipulates the organization of mass sports competitions at district, county, town, and provincial city levels (hereinafter referred to as district level) and grassroots mass sports competitions.
1. District-level mass sports competitions include:
a) District-level mass sports competitions are organized for athletes from localities and units located in the district;
b) Mass sports competitions of communes, wards and towns organized by local organizations for athletes from localities and units located in the area;
2. The organization organizing the sports tournament specified in Clause 1 of this Article is responsible for reporting in writing to the Department of Culture and Information where the tournament is held at least 15 working days before the opening day.
The content of the tournament organization report clearly states: purpose, tournament name, time, location, content, competition program, and financial resources for organizing the tournament.
After 10 days of the end of the tournament, the organization organizing the tournament is responsible for reporting in writing the results of the tournament to the Department of Culture and Information where the tournament was held.
3. Grassroots mass sports competitions are organized by organizations for athletes from localities in communes, wards, towns and units located in the area.
4. The organization organizing the sports competition specified in Clause 3 of this Article must report in writing to the Department of Culture and Information where the tournament is held at least 15 (fifteen) days before the opening date.
The content of the tournament organization report clearly states: purpose, tournament name, time, location, content, competition program, and financial resources for organizing the tournament.
After 10 days of the end of the tournament, the tournament organizer reports the tournament results to the Department of Culture and Information where the tournament was held.
5. Mass sports competitions within agencies and organizations do not have to be notified to the state management agency for physical education and sports, but when organizing the tournament, the principles specified in Article 4 of this Circular must be ensured.
