Campaign for inclusion in Collective Labor Agreement
One of the activities of the Vietnam Oil and Gas Trade Union to implement Action Program 399/CTr-TLD dated March 7, 2008 of the Executive Committee of the General Confederation to implement Resolution No. 20-NQ/TW (term X) on "Continuing to build the Vietnamese working class in the period of promoting industrialization and modernization of the country" is to focus on participating in training, improving educational qualifications, professional skills, and improving labor productivity for workers.
The Vietnam Oil and Gas Trade Union has made this content one of the key and central tasks with appropriate solutions in each period and term. In particular, it encourages employers to include the content of improving the education and skills of workers in the Collective Labor Agreement, the regulations and rules of the enterprise and unit.
Propaganda to workers to actively respond to Lifelong Learning Week, Vietnam Book and Reading Culture Day every year through documents and posting on media channels...
In addition, promote the application of new technology in organizing lifelong learning activities for workers; strengthen cultural institutions such as investing in reading rooms, cultural and sports spaces, self-improvement clubs, We Change to Be Happier clubs, etc. Especially promote the role of good engineers and skilled workers to train internally, guide and help young workers who are new to the profession.
In units with factories such as Binh Son Oil Refinery Company, Vietsovpetro Vietnam - Russia Joint Venture, DK Fertilizer and Chemical Corporation - JSC, Ca Mau Petroleum Fertilizer Company - JSC... have built policies, regulations, solutions, regulations on capacity standards and criteria for capacity assessment at each position. Through competitions for skilled workers, the assessment of the level of task completion is closely linked to benefits for employees such as extraordinary bonuses, % bonus value for initiatives, inventions... salary increase, planning, rotation, appointment, if actively studying to improve, they can register for exams to take a higher position directly to be on the reserve list...
Proposing to continue strengthening the leadership of the Party Committee
From the actual implementation of the program, the Vietnam Oil and Gas Trade Union proposes to continue to strengthen the leadership of the Party Committees for Party Committees and authorities at all levels to continue to thoroughly grasp Resolution 20 and related programs to raise awareness and responsibility for the work of building a team of workers in the period of promoting industrialization and modernization. It is necessary to shorten the time to summarize the resolution, avoid leaving it too long.
According to the Vietnam Oil and Gas Trade Union, there should be clear mechanisms and policies to further strengthen the role, position, and voice of the Trade Union organization in terms of expertise in policy making, developing training and development plans, and investing resources in training workers. Currently, the Trade Union organization can only ensure funding for training Trade Union officials.
To continue building the working class, the Vietnam Oil and Gas Trade Union recommends that we continue to pay special attention to the specialized training of union officials in the new situation because union officials must be the best and most pioneering in terms of qualifications, capacity, and soft skills, including persuasive advocacy skills, to best advise on the work of building a strong workforce, building a lifelong learning movement among workers, and achieving the set targets and goals.
