On November 13, Mr. Le Phan Linh - Chairman of the Vietnam National Shipping Lines Trade Union said that, implementing the Resolution of the 6th Congress of the Vietnam National Shipping Lines Trade Union, Program No. 05/CTr - TLD dated September 6, 2024 of the Executive Committee of the Vietnam General Confederation of Labor on "Improving the effectiveness of dialogue and collective bargaining in the period of 2023 - 2028", the Executive Committee of the Vietnam National Shipping Lines Trade Union issued the Program "Improving the effectiveness of dialogue and collective bargaining in the period of 2023 - 2028" (program).
The program aims to improve the quantity and quality of dialogue, collective bargaining, and collective labor agreements; build, consolidate and promote the role of officials at all levels of the Corporation's Trade Union; invest sufficient resources to carry out dialogue and collective bargaining work, contributing to creating sustainable jobs, improving wages, bonuses, working hours, rest hours, quality of shift meals, and quantitative meals for crew members, ensuring occupational safety and hygiene for union members and workers, promoting sustainable business development and building harmonious, stable and progressive labor relations.
The program sets an annual target: 100% of grassroots trade unions in state-owned enterprises and at least 85% of grassroots trade unions in non-state-owned enterprises and units participate with employers in promulgating and implementing grassroots democracy regulations.
100% of trade unions at state-owned enterprises and at least 85% of trade unions at non-state-owned enterprises and units coordinate with employers to organize employee conferences and dialogues at the workplace.
The Corporation's Trade Union supervises or coordinates with competent authorities to supervise at least 10% of affiliated grassroots trade unions in dialogue, collective bargaining, signing and implementation of collective labor agreements.
By 2028, every two years, the Corporation's Trade Union will proactively propose to the Party Committee and General Director of Vietnam National Shipping Lines (VIMC) to organize or coordinate the organization of dialogues, contacts, and meetings with union members, workers and union officials.
At least 85% of enterprises that meet the conditions prescribed by law negotiate and sign collective labor agreements in accordance with the law.
At least 50% of signed collective labor agreements are classified as having quality of type B or higher.
Strive for 100% of enterprise trade union chairmen to be trained in knowledge and skills of dialogue and collective bargaining.
To achieve the set targets, the Vietnam National Shipping Lines Trade Union will continue to improve the quality of consulting on Party policies and participate in the development of State policies and laws related to union members, workers, and trade union organizations.
Raising awareness among union members, workers, union officials and partners about the role and importance of dialogue and collective bargaining.
Effectively and in-depthly implement dialogue work, aiming to resolve issues of concern to many union members and workers, and core issues of the trade union organization. Gradually improve the quantity and quality of collective labor agreements.
Continue to build and promote the role of the Trade Union staff at all levels of the Corporation Trade Union in dialogue and collective bargaining. Allocate sufficient resources to effectively implement dialogue and collective bargaining activities...
