The first Congress, term 2025 - 2030, of the Vietnam Agricultural and Environment Trade Union took place on December 18.
Attending were Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong; Permanent Deputy Secretary of the Party Committee, Deputy Minister of Agriculture and Environment of Vietnam Nguyen Hoang Hiep... and 147 official delegates.
For the grassroots, towards the grassroots
As of October 30, 2025, the Industry Union manages 13 trade unions at the direct superior level and 189 grassroots trade unions. The total number of union members is 52,328/76,204 workers in the whole industry.
Trade unions at all levels, especially industry unions, have proactively innovated and improved the quality of participation in developing policies and laws directly related to workers and trade union activities; proactively participated with authorities and professionals at the same level in developing mechanisms, policies, regulations, rules and regulations under the industry, localities, units and enterprises, affirming the role of the Trade Union organization in representing and protecting the legitimate rights and interests of union members and workers.

With the motto "For the grassroots, towards the grassroots", the Industry Union has directed trade unions at all levels to continue to promote activities to care for, ensure welfare, maintain jobs, and improve the lives of union members and workers depending on the actual conditions of the unit.
Emulation movements have been effectively implemented. There are 2,383 initiatives recognized with a profit value of 60.4 billion VND; 1,926 union members are recognized as Emulation Fighters at the grassroots level.
For the Vietnam Fisheries Union, since its establishment and operation until now, the number of grassroots fisheries unions and union members has continuously increased over the years, from 36 fishing unions (May 2013) in 12 provinces and cities with 5,980 union members working on 1,746 fishing vessels. To date, the country has had 115 grassroots fishing unions in 18/21 provinces and cities with seas with over 22,331 union members working on over 6,370 fishing vessels with a water length of 15m or more. The union has supported financially and given gifts and rescued fishermen: 757 million VND to 151 union members; presented 10,715 gifts to 10,390 union members; organized rescue and supported 545 cases with 399 union members and 1,761 fishing boats...
The Congress approved a number of targets. In which, strive to actually increase at least 1,000 union members each year; strive for 100% of state-owned grassroots unions, at least 85% of non-state-owned grassroots unions to participate with employers in promulgating and implementing grassroots democracy regulations. By the end of the term, strive for 85% or more of enterprises and units with trade unions to sign Collective Labor Agreements; apply digital technology and AI in daily activities. Deploy online guidance for union members and workers.
3 breakthroughs include: Promoting dialogue, collective bargaining, Collective Labor Agreements, focusing on wages, bonuses, working hours, rest hours, improving working conditions, occupational safety and hygiene; Promoting innovation, strongly applying digital transformation in trade union activities, especially in financial work, propaganda, union member management, providing trade union welfare services according to the orientation and direction of the General Confederation; Focus on training and coaching to improve the quality of trade union officials, especially for officials who are grassroots trade union chairmen, building a strong trade union organization from the grassroots.
Continue to strongly innovate propaganda content and methods
Speaking at the Congress, Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong and Deputy Minister of Agriculture and Environment of Vietnam Nguyen Hoang Hiep acknowledged, commended and congratulated the results and achievements of Vietnam's Agricultural and Environmental Trade Unions at all levels in the 2023-2025 period, contributing significantly to the overall achievements of the country's Trade Union activities and the industry.
The Standing Vice President of the Vietnam General Confederation of Labor emphasized and suggested a number of additional issues. In particular, focus on performing well the role of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers, especially the issue of salary, time and working environment, occupational safety and hygiene, and health care for union members and workers, especially female workers.
Continue to strongly innovate the content and methods of propaganda and mobilization in a proactive, timely and effective manner; through digitalization, connection and use of communication documents on cyberspace, digital platforms according to the principles of "fast", "profound" and "clear" so that workers can easily access and understand correctly.
Focus on disseminating the role and importance of combating IUU fishing; obligations and rights of union members in the process of fishing and catching seafood...
The Congress heard the announcement of the Decision on Appointment of the Executive Committee, Standing Committee, Inspection Committee and key positions of the Vietnam Agricultural and Environmental Trade Union for the 2025 - 2030 term. In which
The Executive Committee consists of 26 people, Mr. Nguyen Ha Xuyen was appointed to continue to hold the position of Chairman of the Vietnam Agricultural and Environmental Trade Union.
Lao Dong Newspaper congratulated the first Congress, term 2025 - 2030 of the Vietnam Agricultural and Environment Trade Union for its great success and Mr. Nguyen Ha Xuyen continues to be Chairman of the Industry Trade Union.
