The Ministry of Education and Training (MOET) is drafting a draft to amend and supplement a number of articles of the Regulations on high school graduation exams issued with Circular No. 24/2024/TT-BGDDT dated December 24, 2024 of the Minister of Education and Training.
One of the important amendments and supplements related to candidates is Article 37 on exam review.
According to current regulations, a test with a positive score that is 0.25 points or more higher than the initial assessment score ( Announced) will be adjusted. In case the rewards score is 0.5 points or more compared to the first round's score, a direct dialogue must be held between the first round judges and the rewards judges (with a record). If negative signs are detected, they must report to the leaders of the review board for handling according to regulations.
In the draft recently published by the Ministry of Education and Training, this content is adjusted in the direction: Exams with referee scores that are 0.25 points or more compared to the first round score (published) will have their scores adjusted; at the same time, all cases of score adjustment must have a direct dialogue between the first round judges and the referee judges (with notes). In case of detecting negative signs, it is necessary to report to the leaders of the review board for handling according to regulations.

Thus, all cases of score adjustment during the 2026 high school graduation exam review process must organize a direct dialogue between the first-round judges and the review judges (with minutes). This regulation aims to ensure strictness and seriousness, while minimizing the risk of negative consequences during the exam review process.
Regarding candidates, the draft also adjusts the time to publicly announce cases that are not eligible to take the high school graduation exam.
According to current regulations, the principal of the high school or the head of the unit where the exam is registered is responsible for organizing the approval of the exam registration documents and publicly announcing the cases that are not eligible for the exam no later than 15 days before the exam date.
In the draft, this deadline is shortened to no later than 5 days before the exam date.
