On December 18, the Ministry of Education and Training (MOET) announced a draft Circular amending and supplementing a number of articles of the regulations on high school graduation exams issued with Circular No. 24/2024/TT-BGDDT for comments.
Accordingly, the 2026 high school graduation exam will basically remain stable as in 2025, candidates will take 4 subjects, including 2 compulsory subjects: Math, Literature and 2 elective subjects.
The exam is organized in 3 rounds, including: 1 Literature exam, 1 Math exam and 1 optional exam including 2 subjects: Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Information Technology, Industrial technology (abbreviated as Industrial Technology), Agricultural technology (abbreviated as Agricultural Technology), Foreign language (English, Russian, French, Chinese, German, Japanese and Korean).

According to the Ministry of Education and Training, the 2026 high school graduation exam will have necessary adjustments to ensure compliance with the two-level local government management model, the arrangement of provincial-level administrative units, the rearrangement of the inspection apparatus, as well as continue to promote the application of information technology in the exam organization stages.
Accordingly, the high school graduation exam registration documents are only kept at high school; the exam registration certificate and exam card are integrated into a single type, which is the "examination registration certificate" and submitted by the high school where the candidate submitted the application for the exam.
The temporary graduation certificate and the exam results certificate are integrated into a "test results certificate" and issued by the general school where the candidate submitted the application for the exam.
The multiple-choice test is stored in the multiple-choice test processing and grading room or is stored in a separate test storage room, depending on the actual conditions of the unit.
The review process has also been adjusted to improve efficiency and quality.
Specifically, according to current regulations, exams with review scores that are 0.25 points or more away from the initial assessment scores ( Announced) will have their scores adjusted. In case the rewards score is 0.5 points or more compared to the first round's score, a direct dialogue must be held between the first round judges and the rewards judges (with a record). If negative signs are detected, they must report to the leaders of the review board for handling according to regulations.
In the draft just announced by the Ministry of Education and Training, this content is adjusted in the direction: Exams with review scores that are 0.25 points or more away from the first round (published) will have their scores adjusted; at the same time, all cases of score adjustment must organize a direct dialogue between the first round judges and the review judges (with notes). In case of detecting negative signs, it is necessary to report to the leaders of the review board for handling according to regulations.
