According to the report of Colonel Nguyen Van De - Head of the National Defense Trade Union Department, the Project has 6 main parts, including: necessity and basis; Current status of Trade Union organization and operation in the Army; Plan for Trade Union organization and operation in the Army; Assessing the impact when implementing the new model; Organizing implementation; Proposal and recommendation.
The project is built on 3 locations. Firstly, it stems from the position and role of the Army Trade Union organization, emphasizing that the Trade Union organization plays a core role in gathering, educating, representing, and protecting the legitimate and legal rights and interests of union members and workers, especially in enterprises and financialally autonomous units.
Secondly, stemming from the current situation of organization and operation of the Army Trade Union, it has played a good role in representing, negotiating with employers, signing collective labor agreements, improving working conditions, ensuring policies... helping the Party committees and commanders of enterprises grasp the thoughts and aspirations of union members and workers.
Third, it stems from the requirement to streamline the military trade union organization system to meet the requirements of adjusting the organization of a lean, compact, and strong force in the army; ensuring that trade unions operate in a focused, in-depth, practical, and effective manner, in accordance with the organizational and staffing model of enterprises in the army...
With the goal of consolidating trade unions in the Vietnam People's Army in accordance with the policy of the Party and the State; identify models and subjects participating in trade unions; Building a contingent of union officials with quality, capacity and prestige, meeting the task requirements in the new situation, the project proposes the organizational model and operations of the Trade Union in the Vietnam People's Army, including: End of activities 454 Trade Union, only trade union members for 31,233 officials, administrative and non -business officers.
Maintain the organization and operation of grassroots trade unions in the enterprise sector and financial autonomous public service units in the Army, including 456 grassroots trade unions and 152,064 union members. The functions and tasks are implemented according to Decision No. 500/QD-CT dated February 14, 2025 of the General Department of Politics of the Vietnam People's Army.
Maintaining the National Defense Trade Union model is in line with the direction of the Politburo in Conclusion No. 127-KL/TW dated February 28, 2025.

Currently, there are 53 units and enterprises under the Ministry of National Defense with trade unions with a total of 910 grassroots trade unions. (receiving 100% of the state budget salary).
Enterprises: There are 33 units with 382 grassroots trade unions under corporations, trade unions, general companies, banks, factories, enterprises, branches. Of which, 22 corporations, military groups, and corporations operate according to the model of parent companies - subsidiaries. Financial autonomy of public service units: There are 18 units with 74 grassroots trade unions under military hospitals assigned by the Ministry of National Defense for financial autonomy.
Speaking at the meeting, Lieutenant General Le Quang Minh said that as soon as Resolution No. 60-NQ/TW, the General Department of Politics has grasped the situation, especially the ideology and aspirations of trade union members to build the project. Lieutenant General made a number of proposals such as keeping the name and payroll of the Trade Union of Defense. Regarding the project and proposal, the Chairman of the VGCL Nguyen Dinh Khang expressed his consensus, and said that this project will be submitted to the competent authorities.
