Accordingly, Circular No. 25/2025/TT-BQP of the Ministry of National Defense mentioned salary to calculate the regime as follows:
The monthly salary to calculate the one-time allowance regime prescribed in Point b, Clause 2, Article 2 of Decree No. 21/2009/ND-CP and Point d, Clause 1, Article 4 of this Circular is calculated by the average monthly salary for social insurance contributions of the last 5 years (60 months) before retirement.
When calculating the average monthly salary, it will be converted according to the salary regime prescribed at the time of receiving pension regime.
Monthly salary to calculate the one-time subsidy regime specified at Point b, Clause 1, Article 5, Article 7, Clause 2, Article 9 of Decree No. 21/2009/ND-CP and Clause 2, Article 6, Clause 1, Article 7, Clause 3, Article 8 of this Circular is the monthly salary of social insurance premiums of the month before retirement, uniform, transfer, rest according to the regime retired, uniform, transfer, rest according to the regime of diseased soldiers, sacrifices, died or transferred to defense officials (for cases of resting in the work of sickness and maternity;
The monthly salary to calculate the one-time allowance regime prescribed in Point a, Point b of this Clause, includes: Salary according to military rank, leadership position allowances, seniority allowances and reserved difference (if any).
Regime and policies for officers transferring majors:
Officers who transfer to work at agencies and units receiving salaries from the State budget are entitled to the regimes and policies prescribed in Clause 1, Article 3 of Decree No. 21/2009/ND-CP, amended and supplemented at Point a, Point b, Point c, Point d, Clause 2, Article 2 of Decree No. 52/2025/ND-CP; in which, cases are exempted from entrance exams and are granted train and bus fares, as follows:
Exemption from entrance exams:
Officers who are former cadres, civil servants, and public employees in State agencies and units transferred to agencies and units where they have worked before military service;
Officers who change jobs at the request of agencies and units receiving salaries from the State budget are arranged to work in the correct professional and training profession.
Subsidized for transportation:
Officers who change jobs are provided with train and bus fares (normal type) from the unit to the new agency.
