The Ministry of Education and Training is seeking comments on the draft Circular Regulating the training program for all levels of higher education.
This Circular stipulates that the higher education training program includes: training program standards; process of building, compiling, appraising, and promulgating training programs; requirements for textbooks and learning materials; maintaining, improving, and enhancing the quality of training programs; appraising and approving the organization of implementation; suspending and terminating the organization of training programs for university, master's, and doctoral degrees.
In which, Article 7 of the draft Circular clearly states the requirements for the capacity of training institutions to deploy the development and organization of the training program. Specifically:
1. At the time of deciding to deploy the development of the training program and organize implementation:
a) Higher education institutions must meet the Standards for higher education institutions according to current regulations;
b) Other educational institutions with higher education activities must meet the criteria for teaching staff standards of the Higher Education Institution Standard and minimum conditions on facilities, training management, ensuring quality in accordance with the training program as prescribed in this Circular;
c) Training institutions that do not build new training programs in the same major during the time the training program of that major is suspended from enrollment or suspended from operation for 24 months from the date the suspension decision takes effect.
2. The conditions specified in points a and b, clause 1 of this Article are determined from December 31 of the year immediately preceding the year deciding to build and organize the implementation of the training program and must be maintained throughout the process of organizing the implementation of the training program.
In addition, Clause 1, Article 8 of the draft Circular also clearly states the general requirements for the training program. Specifically:
a) Suitable to the specific mission, functions, tasks and development strategy of the training institution approved by competent authorities;
b) Meeting the current and forecast human resource needs of the industry and field; in accordance with the socio-economic development strategy and international integration requirements;
c) Determine the qualification level according to the Vietnam National Qualifications Framework; designed in the direction of ensuring the ability to accumulate, recognize learning results and articulate between levels, suitable for the position in the national education system structure;
d) To be built, appraised and promulgated according to the provisions of this Circular.
Draft Circular Regulating the training program for all levels of higher education to be consulted until April 16, 2026.
