Ho Chi Minh City adds new administrative procedures for motorbike emission inspection

Ho Chi Minh City has just supplemented administrative procedures for motorbike emission testing, preparing for the implementation roadmap from July 1, 2027 with a scale of more than 11 million vehicles.

The Ho Chi Minh City People's Committee has just issued a decision to announce the list of newly issued and amended administrative procedures in the field of registration, under the management functions of the Ho Chi Minh City Department of Construction.

Notably, the Ho Chi Minh City People's Committee added new administrative procedures on emission control of motorbikes and mopeds.

The implementation location is directly at the registration facility or through the online system at: https://mienkd. vr. org. vn.

Regarding the time limit for resolution, the case of direct submission will be processed within 4 working hours from the time of receiving complete dossiers; the case of implementation through the online system will be resolved immediately on the same day when the vehicle owner brings a motorbike or moped.

Ho Chi Minh City and Hanoi will organize emission testing of motorbikes and motorcycles from July 1, 2027; other centrally-run cities will implement from July 1, 2028, according to Decision No. 13/2026 of the Prime Minister.

According to the Ho Chi Minh City Department of Construction, after merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City currently manages more than 11.3 million motorbikes.

To meet the emission testing needs in the coming time, the Ho Chi Minh City Department of Construction has requested registration facilities to urgently review and rearrange the entire existing premises; and at the same time arrange areas with appropriate areas to organize emission testing and issue emission testing certificates for motorbikes and mopeds.

Registration facilities are also required to proactively coordinate with equipment suppliers to review, inspect, and adjust tools and equipment for vehicle inspection, ensuring that they fully meet technical requirements according to the regulations in the National Technical Regulation on Registration Facilities. The inspection and calibration of measuring equipment must strictly comply with the provisions of law on measurement.

Specifically for emission measurement equipment serving motorcycle and moped inspection, the Ho Chi Minh City Department of Construction emphasized the requirement to have inspection management software, and at the same time arrange a separate area to serve this activity.

In addition, the Ho Chi Minh City Department of Construction encourages registration facilities to develop investment plans, purchase vehicles, and fully equip necessary measuring tools and equipment to serve the inspection of emissions of motorbikes and mopeds outside the registration facility, according to regulations in QCVN 103:2024/BGTVT.

Units are also requested to urgently contact the Vietnam Register Department for guidance and information on appropriate emission measuring equipment that meets technical requirements, is compatible with emission testing software and related technical configurations, in order to ensure that testing is implemented in accordance with current regulations.
