In February 2026, the Inspectorate of Khanh Hoa province announced the decision to inspect land use and issue Certificates of land use rights for cases with areas overlapping the boundaries of Nui Chua National Park - Phuoc Binh National Park, within the scope of land recovery for the Ninh Thuan 2 Nuclear Power Plant project in Vinh Hai commune.
The content of the inspection focused on clarifying the management and use of land and the process of issuing Certificates of Land Use Rights for cases where the area overlaps with the boundaries of the two national parks mentioned above, located in the land acquisition area for project implementation.
According to Lao Dong news source, the announcement of the decision was made according to the Conclusion of the meeting of Vice Chairman of the Provincial People's Committee Trinh Minh Hoang in January 2026.
The purpose is to help Vinh Hai commune accelerate the handover of land to serve the Ninh Thuan 2 Nuclear Power Plant project, ensuring compliance with legal regulations.
The inspection is expected to clarify the existing problems and obstacles (if any) in the management and use of land, as well as the issuance of Certificates of Land Use Rights in the related area.
Thereby creating a legal basis to carry out land acquisition, compensation, and site clearance in accordance with regulations.
In January 2026, Mr. Trinh Minh Hoang - Vice Chairman of Khanh Hoa Provincial People's Committee held a meeting to listen to the Vietnam National Industry - Energy Group (PVN) and Vietnam Electricity Group (EVN) report on the coordination of implementing the Ninh Thuan 2 Nuclear Power Plant Project, and the preparation for the commencement of construction items under the Ninh Thuan 1 Nuclear Power Plant Project.
At this meeting, Mr. Trinh Minh Hoang assigned the Department of Agriculture and Environment to review the remaining land that has not been GPMT to advise the province to continue site clearance and hand over to EVN enough 23.9ha; assigned the Provincial Construction Investment Project Management Board to review and adjust to return the land belonging to the Ninh Thuan Nuclear Power Project Management Area, Expert Area and Headquarters Project Management Board that is overlapping with other projects.
Regarding the commencement of the project proposed by EVN, Mr. Trinh Minh Hoang requested the Department of Agriculture and Environment to inspect and advise the province to solve this problem.
Regarding the content of PVN's proposal to adjust a part of the land fund, Mr. Trinh Minh Hoang proposed that the two corporations meet and agree with each other on the use of this land area.
