The Ministry of Education and Training (MOET) has just announced the draft Circular Regulating the compilation, appraisal, approval and selection of materials, toys, and learning materials used in preschool education institutions for comments.
This Circular stipulates the compilation, appraisal, and approval of documents guiding the implementation of the Preschool Education Program for use in kindergartens, independent preschool classes, kindergartens, independent preschool classes, nurseries, independent children's groups (hereinafter referred to as preschool education institutions), including: Compilation; organization and operation of the appraisal council; procedures for appraisal and approval of documents for use in preschool education institutions.
This Circular stipulates the selection of materials, toys, and learning materials for use in preschool education institutions, including: Principles, requirements; organization and operation of the Council for selection of materials, toys, and learning materials for use in preschool education institutions.
At the same time, this Circular applies to preschool education institutions and organizations and individuals related to the compilation, appraisal, approval of materials and selection of materials, toys, and learning materials used in preschool education institutions.
Regarding the council for selecting materials, toys, and learning materials used in preschool education institutions, Article 8 of the draft Circular clearly states:
1. The Council for selecting materials, toys, and learning materials used in preschool education institutions (hereinafter referred to as the Council) is established by the head of the preschool education institution, with the task of selecting appropriate materials, toys, and learning materials to effectively implement the Preschool Education Program.
2. The composition of the Council includes the head or deputy head of the preschool education institution, professional group leaders, and representatives of teachers of groups/classes.
Members of the Council must have a pedagogical college degree or higher and have at least 05 (five) years of experience working in the field of preschool education.
The total number of Council members is odd, at least 07 (seven) people. For preschool education institutions with fewer than 05 (five) groups or classes, the minimum number of Council members is 05 (five) people.
3. The Council is responsible for selecting and proposing materials, toys, and learning materials to be used in preschool education institutions according to the provisions of this Circular.
4. Members of the Council are responsible for comments and evaluations on selected materials, toys, and learning materials.
5. The Council works according to the principles of centralism, democracy, objectivity, and honesty. The results of each Council meeting are recorded in minutes, signed by all members attending the meeting.
