New projections on wage policy
On November 20, the National Assembly discussed the draft Law on Teachers in the hall. Accordingly, the draft Law has many preferential policies for teachers.
Specifically, according to Article 27 of the latest Draft Law on Teachers, the Ministry of Education and Training has proposed the following salary policies for teachers:
Teachers' salaries are ranked highest in the administrative career salary scale system;
Professional allowances and other allowances depending on the nature of the job and the region as prescribed by law;
Preschool teachers; teachers working in particularly difficult areas such as ethnic minority areas, mountainous areas, coastal areas and islands; teachers at specialized schools and other specialized schools; teachers implementing inclusive education; teachers who are ethnic minorities and teachers in certain specific professions are given priority in terms of salary and allowances compared to other teachers;
Teachers recruited and ranked for the first time will be ranked one salary level higher in the administrative career salary scale system.
Salaries and salary policies of teachers in non-public educational institutions are guaranteed to be no less than salaries and salary policies of teachers in public educational institutions with the same training level and same title, unless otherwise agreed.
Teachers working in sectors and fields with special policies are entitled to special policies according to regulations and are only entitled to the highest level if that policy coincides with the policy for teachers.
In addition to the above salary policy, the Ministry of Education and Training also plans to introduce a number of preferential policies specifically for this group such as attraction policies, support policies, etc.
Special offers for preschool teachers
In addition to enjoying the same benefits and policies as general teachers, in the draft Law on Teachers and the comments of delegates, it is proposed to have some special incentives for preschool teachers as follows:
Retire at age 55 without deduction of pension;
The preferential allowance is increased by 10% (currently the preferential allowance for preschool is 35%)...
Before the regulations in the Draft Law on Teachers, many National Assembly Deputies highly agreed that teachers' salaries are ranked highest in the system of administrative and career salary scales and levels.
However, delegates also noted that salary policy must go hand in hand with the quality of teachers, because the quality of education is decisive for the development of high-quality human resources in the country.
